Based on the evidence found, the Goiás Open Government Forum exists and was created on August 4, 2023, with a collaborative purpose and open participation by society. Its creation represented a strategic commitment by the state of Goiás to promote transparency, citizen participation, and innovation in public management.

The forum brought together representatives from 49 entities, including institutions from the direct and indirect public administration of the State of Goiás, organized civil society, and the academic community. This diverse composition aimed to promote a more open, transparent and innovative public administration, in line with the principles of the Open Government Partnership (OGP) and the process of co-creating commitments.

The Goiás Open Government Forum held two (2) public consultations with civil society, whose guiding principles were: Social Participation, Ombudsman, Transparency, and Accountability. More than 100,000 citizens took part in these consultations, 50,390 in the first public consultation and 55,554 in the second. There were also two co-creation workshops, as well as a second final meeting to prioritize actions, called the II Meeting of the Open Government Forum.

At the moment when the commitments were prioritized at the second meeting of the Goiás Open Government Forum, the first action plan was consolidated. The final version was then drafted and endorsed by seven Non-Governmental Stakeholders. The names are shown in the action plan available on the OGP website in the “Endorsement from Non-Governmental Stakeholders” section.

2.1 Does the government maintain a Local OGP website or webpage on a government website where information on the OGP Local process (co-creation and implementation) is proactively published?

The government of Goiás maintains an Open Government webpage within the official website of the State Comptroller’s Office. The page is online, can be easily found, and is barrier-free. On this page, there is a redirect link to the state of Goiás’ OGP page and to OGP in general. There are also redirects to some of the commitments listed in the state’s action plan. However, as it seems to be a page that is still under development, it needs updating and a more systematic presentation, such as the process of co-creating the plan.

To carry out the public consultations, there was extensive dissemination through social networks, allowing the information to circulate freely among interested parties, who had the opportunity to act as multipliers of the invitation to participate and contribute.

2.5 Was there an iterative dialogue and shared ownership between government and non-governmental stakeholders during the decision making process, including setting the agenda?

Along the way to drawing up the plan, in addition to the two public consultations, two workshops were also held where the government, civil society organizations, and/or other interested parties worked together to analyse the results of the first consultation and formulate the commitments and actions that make up the plan. Finally, the II Meeting of the Open Government Forum was held, where the data from the second consultation was analyzed and the commitments and actions were prioritized.

In the commitment, public participation is explicit in the effort to involve citizens more, especially young people, in civic audit processes and educational programs. Technology is also highlighted in the use of gamified programs in a strategic way to innovate and engage in action.

The commitment, in the way it is presented in the action plan, appears to be a continuation of existing practices because it involves a relationship with actions that have already had other editions, such as the Students with Attitude and Citizenship Ambassadors programs. However, it is considered that the commitment advances in relation to existing practices because it aims to expand the actions to other government areas, as well as cooperating with the effort to achieve an open government ecosystem as a solid and continuous public policy that values citizen participation and active civic engagement.

Yes. It is suggested that for implementation, the commitment should agree on measurable indicators and a specific timetable for each proposed action. It would also be interesting to stipulate intermediate stages that will allow for better monitoring of progress.

It is recommended to develop a maturity model or indicate which model (criteria) will be used as a basis for evaluating the ombudsman offices, in order to have comparison parameters.

Consolidate the State of Goiás as a reference in public transparency, aligned with national and international indicators, and co-create the concept of proactive transparency

4 Commitment :

Strengthen open governance with innovative technologies, aligning public policies with the SDGs. And guarantee the sustainability and scientific development of the Open Government Policy

The actions proposed in this commitment are very broad and comprehensive. It is suggested that the measurement criteria be aligned in order to guide and facilitate the achievement of the objectives. Strategic actions to publicize the importance of this commitment are also suggested, in order to encourage participation and adherence.
