The Autonomous Municipal Government of La Paz is aware of the value of open government for local development. For this reason, the new municipal administration has incorporated into its Municipal Plan, “La Paz, City in Motion,” a fundamental pillar, “La Paz with Open and Effective Government,” which demonstrates the political will of the municipal administration.

Now, the Municipality of La Paz, Bolivia, has fully joined the Open Government Partnership (OGP) and is committed to the values ​​of the OGP, recognizing the importance of this international multilateral initiative to support the actions of national and local governments, as well as civil society, to promote transparency and access to information, strengthening democracy and participatory mechanisms.

The Action Plan was developed collaboratively with various civil society actors, public officials, and non-governmental organizations, seeking to implement solutions not only to problems facing our city, but also actions that promote its development.

Open Government Challenges, Opportunities and Strategic Vision

This subsection details the Open Government Strategic Vision in your local area that should guide the commitments for the action plan period.

What is the long-term vision for open government in your context and jurisdiction?

The municipal administration, with its “La Paz – City in Motion Plan,” initiated several Open Government actions. In this context, the Municipality’s vision is to become a national model for open government and further strengthen its initiatives in the following ways:

  • Participation: Promote citizen participation and involvement in decision-making and public policy formulation in our municipality through an inclusive and representative perspective.
  •  Transparency: Promote accountability spaces that allow for establishing citizen trust.
  • Open Data: Promote access to information to increase transparency in municipal management and develop actions that promote data reuse.
  • Collaboration: Promote joint work between the municipal government and other stakeholders, supporting local innovations through the development and continued promotion of young human talent. These initiatives will improve public policy actions and/or the provision of services.

What are the achievements in open government to date (for example, recent open government reforms)?

The municipal administration has prioritized open government as a fundamental pillar of its municipal government plan, “La Paz, City in Motion,” demonstrating its commitment and willingness to do so. Strategic alliances have been developed with various stakeholders, creating spaces for co-creation where policies are coordinated with community organizations. 

This has enabled the institution to begin transparent management with the implementation of a Data Analytics tool for decision-making, enabling more effective and efficient cabinet meetings with real-time data reports. The Open Data Portal has been implemented, and websites have been improved to provide access to information. This includes the website “Así invertir tus recursos” (How We Invest Your Resources), which displays the municipal budget and its execution; “Seguimiento de Obras” (Works Monitoring), which displays an interactive map of the status of construction; and “Chukuta Informado” (Informed Chukuta), which allows users to view construction permits in the municipality. Another platform is “MI BARRIO,” a digital space of its own. In this model, each neighborhood is responsible for managing its content.

Likewise, participatory management has been initiated through the Peace Assembly, a space that brings together different stakeholders to discuss current issues affecting the citizens of La Paz, involving them in decision-making. Likewise, the annual public accountability report has become a transparency mechanism.

What are the current challenges/areas for improvement in open government that the jurisdiction wishes to tackle?

  • Strengthen trust between the municipal government and citizens by promoting participatory and collaborative channels to design and co-create innovative solutions.
  • Increase transparency levels to achieve transparent public administration, leveraging technological tools.
  • Generate co-creation and learning spaces with innovation components for young entrepreneurs.
  • Promote strategic public-private partnerships.
  • Connect open government initiatives with municipal development.

What are the medium-term open government goals that the government wants to achieve?

The Autonomous Municipal Government of La Paz intends to further strengthen the open government initiatives already implemented under the following objectives:

  • Promote transparency through municipal accountability.
  • Promote access to information, the use of open data, and citizen participation in issues of urban mobility, urban resilience, risks, and employment.

Promote technological innovation and public-private partnerships to strengthen the local ecosystem and municipal management.

How does this action plan contribute to achieve the Open Government Strategic Vision?

The action plan is comprised of actions based on the pillars of the OGP and contributes to achieving the vision of open government through citizen engagement with the municipality, the private sector, and academia to promote collaborative, inclusive, and transparent management.

How does the open government strategic vision contribute to the accomplishment of the current administration’s overall policy goals?

The strategic vision of open government is aligned with the Municipal Plan “La Paz, City in Motion,” whose central focus is “La Paz with Open and Effective Government.” This plan seeks transparency in its operations, managing strategic alliances, and promoting citizen participation. Its goal is to achieve institutional changes in the construction and consolidation of a new governance framework based on four programs:

  • Open and Innovative Government, whose objective is to renew municipal management with a strategic vision of development through innovative mechanisms focused on research and institutional development, leveraging information technology and the media.
  • Effective and Efficient Government, whose objective is to meet the institution’s demands for its administration and development, optimizing the use of resources and ensuring the achievement of its objectives.
  • Quality Public Services, which aims to address citizen demands through decentralized and deconcentrated municipal services that facilitate the reception and channeling, processing, and simplification of procedures.
  • Transparent Municipal Operation, with the goal of implementing high-quality services and public benefits.

What kind of institutional arrangements are in place to coordinate between government agencies and departments to implement the OGP action plan?

Institutional strategic coordination is carried out through the Municipal Executive Secretariat, whose functions include coordinating with all authorities of the organizational units of the Municipal Executive Branch, the execution of actions leading to the fulfillment of management plans, programs, and projects. This body reports to the Information Technology and Open Government Directorate, whose objective is to establish, coordinate, and manage the information and communications technology services and resources of the Autonomous Municipal Government of La Paz in an effective, efficient, secure, and reliable manner, aimed at strengthening an open, digital, and innovative government. Therefore, the functions of this Municipal Executive Secretariat, through its Information Technology and Open Government Directorate, will allow for the implementation of the action plan.

The La Paz Municipal Government has been working on co-creation processes with various stakeholders. To develop the plan, it held in-person and virtual meetings with municipal authorities, academia, and the private sector. Details are as follows:
