What is the long-term vision for open government in your context and jurisdiction?
The long-term vision of open government in the City of Mendoza is to consolidate a cross-cutting public management model in which transparency, citizen participation, accountability, and collaboration are structurally embedded across all areas of government. This approach seeks to move beyond isolated initiatives by fostering an organizational culture based on openness, the strategic use of data, and evidence-based decision-making.
Within this framework, open government is envisioned as a key pillar to strengthen public trust, improve the quality of public policies, and promote a more efficient, inclusive, and innovative administration. The City aims to deepen participation and co-creation mechanisms, expanding engagement with civil society, academia, and the private sector, while leveraging digital technologies to enhance access to information and citizen interaction.
The vision also includes strengthening data governance, system interoperability, and institutional capacities to ensure the sustainability of an open government policy aligned with international standards.
What are the achievements in open government to date (for example, recent open government reforms)?
The City of Mendoza has made significant progress in institutionalizing open government, consolidating a regulatory, technological, and organizational framework focused on transparency and access to information. Key milestones include adherence to Provincial Law No. 9070 on Access to Public Information, the creation of the Open Government Portal, and the implementation of the Open Data Portal, which currently offers a wide range of datasets in reusable formats.
The City has also developed key tools such as the Citizen Geoportal and the Finance and Fiscal Responsibility Portal, strengthening active transparency and facilitating access to strategic public information. In parallel, Mendoza has advanced in establishing a data governance policy through the Municipal Data Strategy and the creation of a Data Governance Committee.
These efforts have been recognized externally, including sustained leadership in Argentina’s National Open Data Index developed by the Open Knowledge Foundation, where the City has achieved first place with 100% compliance, as well as the attainment of the What Works Cities certification.

The City of Mendoza has made significant progress in institutionalizing open government; however, several challenges remain to further consolidate and deepen this governance model.
First, there is a need to strengthen citizen participation by promoting more active, inclusive, and targeted mechanisms that enable greater citizen influence in public decision-making. This implies moving beyond informative approaches toward more structured and sustainable co-creation processes.
It is also necessary to enhance coordination with key stakeholders, such as civil society organizations, academia, and the private sector, by creating more systematic collaboration spaces linked to specific public policies.
In terms of data, the City aims to improve data quality, integration, and interoperability, strengthening data governance and promoting its strategic use both internally and for public access.
Finally, there is a need to consolidate a cross-cutting organizational culture based on transparency, accountability, and evidence-based decision-making, by strengthening institutional capacities and ensuring the sustainability of open government policies.

The implementation of the Open Government Action Plan is coordinated by the Digital Transformation, Smart Cities and Open Government Directorate, which serves as the lead coordinating body. This Directorate works in a cross-cutting manner with the municipal departments responsible for each commitment, jointly defining objectives, activities, timelines, and monitoring mechanisms.
Interdepartmental coordination is supported through regular meetings, planning workshops, and ongoing technical support to strengthen institutional capacities and promote ownership of open government principles. Additionally, efforts are made to progressively integrate commitments into routine management processes, ensuring a sustainable and cross-cutting approach within the municipal administration.

This space enabled the validation of the strategic vision and the definition of priority commitments through in-person meetings and collaborative work.
During implementation, each commitment will include specific participation spaces, both online and offline, engaging civil society organizations, academia, and local ecosystem actors. These spaces will support co-creation, implementation, monitoring, and continuous improvement of the commitments.

What types of activities will you have in place to discuss progress on commitments with stakeholders?
Periodic follow-up sessions will be held within the Multi-Stakeholder Forum to present progress, discuss results, and identify opportunities for improvement in the implementation of commitments.
In addition, each commitment will include dedicated engagement spaces with relevant stakeholders, including meetings, workshops, and co-creation sessions, both online and offline. These activities will support collaboration, validate progress, and enable adjustments based on stakeholder feedback.
How will you regularly check in on progress with implementing agencies?
Progress will be monitored regularly through coordination between the Digital Transformation, Smart Cities and Open Government Directorate and the departments responsible for each commitment. Monitoring mechanisms will include progress reports, coordination meetings, and milestone reviews.
Additionally, data-driven management and monitoring tools will be used to assess progress, identify deviations, and implement corrective actions in a timely manner.
How will you share the results of your monitoring efforts with the public?
Monitoring results will be periodically published through the Municipality’s institutional channels, including the Open Government portal and other digital platforms. Efforts will be made to provide clear, accessible, and reusable information, promoting proactive transparency.
Progress will also be shared within participatory spaces such as the Multi-Stakeholder Forum, and monitoring reports will be produced to inform citizens about the status of commitment implementation. This approach aims to strengthen accountability and public trust.
