Italy Mid-Term Report 2016-2018 – For Public Comment

In 2018, the Independent Reporting Mechanism (IRM) published the progress report for Italy’s third action plan. The report covers the development and first year of implementation of the action plan from May 2016 through July 2017.

In Italy, the IRM researchers Lorenzo Segato, Nicola Capello, and Veronika Gamper’s report findings are summarized below:

“Italy took steps forward in opening and strengthening its stakeholder consultation process through establishing the Open Government Forum. While commitments addressed priority topics such as FOIA, lobbying, and open data, the majority of commitments have seen limited progress. Focusing on fewer, stronger reforms could improve the ambition and implementation of the next action plan.”

And in Italian:

“L’Italia ha compiuto passi avanti nell’apertura e nel rafforzamento del processo di consultazione degli stakeholder istituendo l’Open Government Forum. Benché le azioni riguardassero temi prioritari quali la normativa FOIA, il lobbismo e gli open data, la maggior parte delle azioni ha conseguito risultati modesti. Concentrandosi su un numero minore di riforme più incisive si potrebbero migliorare sia la portata che l’attuazione del prossimo Plano d’Azione.”

At this time, the public is invited to provide comments on the report. The two-week public comment period closed Monday, 14 May 2018.
