Commitment description
What is the commitment? To design and implement a Monitoring, Reporting and Verification
System (MRV) for compliance with the measures adopted within the
framework of the Nationally Determined Contribution (hereinafter NDC)

under the National Climate Change Policy (PNCC), passed by Uruguay in
2017, after a participatory process led by the Coordination Group of the
National System of Response to Climate Change and Variability
(SNRCC), which brought together actors linked to the topic during 2016.
To collect, generate and disseminate information in an open data format
of the results of Greenhouse Gas emissions and removals (Carbon
Dioxide, Nitrous Oxide and Methane).
What is the problem that the
commitment will address?
There is a lack of systematized data and information, in a standardized
and available format, to account for advances in climate change
mitigation and adaptation instruments. This calls for a Monitoring,
Reporting and Verification System (MRV) that for each measure will link
the actors involved, both in the reporting and the implementation process
(public, private-public institutions, private sector organizations, the
academia, NGOs), the indicators for monitoring the accomplishment of
the goals that have been set, the sources of financing, and the
associated resources.
How will the commitment
contribute to solving the
problem?
Through the MRV System, citizens in general, and the institutions and
organizations linked to the topic, will be able to monitor progress in the
implementation of climate change commitments. In addition, the design
of the tool favors the identification of key actors, which facilitates their
integration into the process of implementation and monitoring. During the
process, it is envisaged that face-to-face opportunities for exchange with
the various actors involved (public institutions, public-private institutions,
departmental governments, the academia, the private sector) will take
place.

This commitment contributes to transparency and accountability,
considering that it will enable Access to Public Information and the
monitoring and follow-up of the measures mentioned above.

Additional Information
In 2017, Uruguay passed its National Climate Change Policy (PNCC) after a participatory
process led by the Coordination Group of the National System of Response to Climate
Change and Variability (SNRCC), which convened all actors related to the topic during 2016.
The Nationally Determined Contribution (NDC), which, according to Paragraph 23 of the
PNCC, is an instrument for its implementation, aims to respond to the national obligations
arising from the Paris Agreement of the United Nations Framework Convention on Climate
Change, as well as to promote adaptation and mitigation in Uruguay to face the challenge of
climate change. Uruguay’s First NDC sets out the main goals for reducing the intensity of
emissions and measures to be implemented unconditionally and on the condition that specific
additional means of implementation are adopted, insofar as they take into account existing,
projected or potential policies subject to funding, technology and/or available capacities. All
these measures contribute to the achievement of the Sustainable Development Goal on
Climate Action (SDG 13).
Estimates of emissions and removals are currently available for a historical series comprising
the years 1990, 1994, 1998, 2000, 2002, 2004, 2006, 2008, 2010, 2012 and 2014, and
estimates will continue to be made with at least a biennial frequency to follow up on the
objectives referred to in the NDC.
Citizens can access the results of the emissions and removals of these Greenhouse Gases
caused by human activities, broken down by category of emission source and by the different
gases that have an effect on global warming.
