Commitment description
What is the commitment? To continue with the policy of transformation and equity by taking
advantage of the use of Information Technologies, significantly
transforming the quality of information and contents provided by the
Uruguayan State through the implementation of a new integrated portal,
"gub.uy".
This implementation enables us to visualize the main lines of work of the
entire State, facilitating access to information with an integrated and
consistent vision, making concepts such as local government, open
government, transparency, citizen participation, and open data more
familiar.
This facilitates access to all the information of the Executive Branch via a
single website in a simple and understandable way. It also provides a
permanent space for citizen feedback and the improvement of the quality
of interaction, contributing to increased transparency, accountability and
citizen control.
What is the problem that the
commitment will address?
Reducing inequity and existing barriers regarding difficulties of access to
information and services controlled by State agencies in general.
People who use websites or seek information from different public
agencies demand unification, clarity and integration of information.
Currently, there are heterogeneous and dispersed structures in each of
the websites, which requires people to continually relearn. This makes it
difficult to navigate and search for information.
How will the commitment
contribute to solving the
problem?
gub.uy, will allow unified, simple and consistent access to all public
information of the administration.
Based on compliance with standards and good practices, universal access
is guaranteed, as well as a simple and intuitive navigation, from multiple
devices and with a close and inclusive language.
Change of perspective in the presentation and creation of information,
prioritizing the perspective and needs of citizens.
Presentation of the existing information in the Government's different
websites in a homogeneous and consistent way.
Prioritize the presentation, classification of information and searches
while taking into account the needs of people, with a focus on
transparency, accountability, and citizen control.

It contributes to transparency, accountability and participation, since it
facilitates access to all information, data and services of the State, and
enables citizens to give feedback that allows generating cycles of
continuous improvement.

Contribution to SDG No. 16: Peace, justice, and solid institutions
Current regulations that support the sustainability of the initiative:
Access to Public Information Act (Law No. 18 381), which in article 3 established the
following: Access to public information is a right of all persons, without discrimination on
the basis of nationality or capacity of the applicant, and that is exercised with no need to
justify the reasons for which the information is requested.
Law No. 19 355, article 82: Public entities shall at least publish in an open format, the
information prescribed by article 5 of Law No. 18 381, of 17 October 2008, and by articles
38 and 40 of Decree No. 232/010, of 2 August 2010, as applicable within the scope of
their competence.
Law No. 19 355, article 76: Public entities shall simplify their procedures, following the
guidelines of electronic government, adopting the simplest possible procedure for the
interested party and only demanding compliance with the requirements and stages that
are essential for fulfilling the purpose pursued. By virtue of the foregoing paragraph,
public entities shall not request copies of the documentation submitted by the interested
parties when these can be obtained through electronic means, nor shall they request
information that may be obtained from other public entities.
Public entities must publish, on their website and on the Uruguayan State Portal, each of
the procedures they offer, with the precise indication of all the requirements that the
interested party must fulfill for their realization, the total cost that must be paid, the
maximum duration of the procedure and the agency where it must be carried out.
They shall be responsible for periodically reviewing the published information, showing
the date of the last revision. The interested party cannot be asked to comply with
additional requirements to those provided in the aforementioned publication.

Texto del compromiso como aparece en el plan de acción:
Dar continuidad a una política de transformación y equidad aprovechando el uso de las Tecnologías de la Información, transformando significativamente la calidad de la información y contenidos que brinda el Estado Uruguayo a través de la implementación de un nuevo Portal integrado “gub.uy”. Dicha implementación permite visualizar las principales líneas de trabajo de todo el Estado como una unidad, facilitando el acceso a la información con una visión integrada y consistente, acercando a las personas a conceptos relevantes como son: gobierno de cercanía, gobierno abierto, transparencia, participación ciudadana y datos abiertos. Esta nueva forma de relacionamiento con las personas facilita que desde un único lugar se acceda de forma simple y comprensible a toda la información del Poder Ejecutivo, así como disponer de un espacio permanente de escucha y recepción de aportes de las personas para la retroalimentación y mejora en la calidad de la interacción, construyendo así una herramienta fundamental de transparencia, rendición de cuentas y control ciudadano.
Los hitos de este compromiso son:
- Evolucionar el subsitio Gub.uy /Datos Abiertos, potenciando el acceso a los datos abiertos del catálogo nacional.
- Evolucionar subsitio Gub.uy / Participación, integrando el catálogo de participación y espacios virtuales de participación ciudadana.
- Construir el subsitio Gub.uy /transparencia activa, de fácil y completo acceso a toda la información de transparencia activa del Poder Ejecutivo.
- Integrar el 100% de los organismos de Administración Central al portal Gub.uy

Contexto y objetivos
Actualmente existe inequidad en el acceso a la información y a los servicios en poder de los organismos del Estado. Las estructuras de los sitios web son heterogéneas y la información se dispone de distinta manera, lo que obliga a las personas a un reaprendizaje continuo en la búsqueda de la información, dificultando la navegación y la búsqueda de información. De acuerdo a lo que se establece en el compromiso, las personas que utilizan los servicios o buscan información en los diferentes organismos públicos demandan unificación, claridad e integración de la información.
AGESIC busca con este compromiso disminuir la inequidad y barreras existentes para el acceso a la información y servicios en poder de los organismos del Estado adecuando el sitio gub.uy para poder acceder en forma unificada, simple y coherente a toda la información de la Administración Pública. Para el logro de este objetivo, se adherirá a estándares y buenas prácticas para garantizar un acceso universal, una navegación simple e intuitiva, y un lenguaje cercano e inclusivo, con contenidos que prioricen la perspectiva y necesidades de la ciudadanía.
Entre las acciones previstas se procurará potenciar el acceso a los datos abiertos del Catálogo Nacional, integrar el catálogo de participación, facilitar el acceso a la información de transparencia activa e integrar el 100% de los organismos de la Administración Central al portal.
Las acciones que se proponen en este compromiso son lo suficientemente específicas como para que su cumplimiento se pueda verificar en forma objetiva. El compromiso constituye un paso adelante en el acceso a la información, pero en lo que refiere a la apertura del Gobierno su impacto potencial es menor, ya que se limita a centralizar información ya existente.
Al respecto, la persona referente de la organización especializada en acceso a la información DATA [50] consultada, considera que si el objetivo fuera solo hacer un portal no tendría impacto en el gobierno abierto, pero dado que se busca centralizar la información relativa a transparencia y datos abiertos de todos los organismos del Estado, esto podría beneficiar la gestión de otras aplicaciones como por ejemplo el sitio para canalizar solicitudes de acceso a la información “¿Qué sabes?” [51]. Este sitio, desarrollado por DATA, depende actualmente de datos publicados por los organismos que en general no están actualizados. Se apuesta a que esta centralización lleve también a una actualización más sistemática y permanente.
Siguientes pasos
Centralizar la información sobre los organismos del Estado y sus servicios en un solo lugar habilitaría a la ciudadanía un canal claro y de fácil acceso e interlocución. A partir de este compromiso, cuando el portal esté en funcionamiento, se presentará un nuevo desafío que es evaluar en qué medida la herramienta se ajusta a las necesidades y responde a ellas de forma adecuada.
Las investigadoras del IRM recomiendan, por lo tanto, para darle continuidad a las acciones realizadas, que se establezcan buenos canales de interlocución y de retroalimentación por parte de la ciudadanía con el objetivo de evaluar, canalizar demandas o recoger aportes con miras a mejorar las funcionalidades del portal, así como una amplia campaña de difusión para masificar su uso.
