Commitment description
What is the commitment? To include information on the social programs of at least ten
departmental governments in the Social Resources Guide (GDR).
This information will be available in an open data format, allowing it
to be reused by different actors, including both the population at
large and social workers.
What is the problem that the
commitment will address?
The commitment addresses the problem of the dispersion of
information on social public offering, in this particular case, the
offering of social programs managed by departmental
governments.
This dispersion makes it difficult to obtain an overview of all the
options available to citizens in relation to the different areas of
welfare (health, education, work, care, etc.) or aimed at certain
populations (childhood, youth, old age, ethnic and racial minorities,
etc.).
How will the commitment
contribute to solving the problem?
The inclusion of the second level of government in the Social
Resources Guide will make it possible to provide information on
that level in a unified, systematic and accessible manner for the
citizenry as a whole.
This commitment, which is part of the GDR's tasks, contributes to
connecting citizens and the resources provided by departmental
administrations.
This information will be available in formats that can be reused for
other purposes other than those of the Guide.
The attainment of the commitment involves collecting the
information in coordination with the departmental governments,
systematizing the information and publishing it.

It contributes to transparency, democratizing the information
concerning the social welfare services contained in the Social
Policies Directory (RPS) of MIDES and, in particular, in the Social
Resources Guide.
Additional information
The GDR is a working tool at the service of social workers who operate in the community or
that are part of technical teams from different programs. The GDR seeks to contribute to the
dual purpose of supporting technical personnel working in the social area, as well as selfmanagement of information by citizens.
In the GDR you can find systematized information on goods and services provided by
government agencies, which meet the variety of demands that may arise in direct work with
the population. Currently, the Guide contains information on 334 resources managed by 26
national agencies. For all agencies involved, information is collected regarding their
objectives, target population, benefits and the areas in which they operate. In addition,
georeferenced data is specified for each resource with regard to their entrance door (more
than 15,000 locations, including educational centers, healthcare centers, agency offices, etc.).
The current commitment will be instrumental in incorporating information on the second level
of government, making it available for the GDR and interested third parties, with the benefits
of concentrating the collection and recording of data in a single place, helping to prevent
information dispersion and the coexistence of up-to-date and outdated data.
Efforts will be made to ensure that the incorporated information contains a gender perspective
that intersects with that of racial ethnicity.

28. Programas sociales de los Gobiernos Departamentales
Texto del compromiso como aparece en el plan de acción:
Disponibilizar en la Guía de Recursos Sociales (GDR) información sobre los programas sociales de al menos 10 intendencias departamentales. Está información estará disponible en formato de datos abiertos, permitiendo su reutilización por parte de distintos actores en los que se incluyen tanto la población en general como operadoras y operadores sociales.
Los hitos de este compromiso son:
- Relevar información sobre los programas sociales de al menos 10 intendencias departamentales
- Sistematizar información relevada sobre los programas sociales de al menos 10 intendencias departamentales.

Contexto y objetivos
La información sobre los programas sociales gestionados por los gobiernos departamentales está actualmente dispersa y con distintos niveles de calidad y accesibilidad. A partir de la revisión de los sitios web de los 19 gobiernos departamentales [120], las investigadoras del IRM pudieron detectar una disparidad muy grande en cuanto a la información que se publica, tanto al tipo de información y su calidad, como su nivel de actualización y la facilidad para acceder a la misma dentro de cada sitio.
Este compromiso se propone centralizar esa información de 10 gobiernos departamentales en la Guía de Recursos Sociales (GDR) [121], repositorio público a cargo del Ministerio del Desarrollo Social. De esta forma todas las personas interesadas podrán tener una visión de conjunto de todas las opciones disponibles en áreas de bienestar (salud, educación, trabajo, cuidados, etc.) u orientadas a determinadas poblaciones (infancia, juventud, vejez, minorías étnico-raciales, etc.).
La persona referente del compromiso [122], manifestó que el mismo se definió en consulta con el equipo de AGESIC, pero no surge de una demanda externa concreta, sino que se inscribe en el marco de una política institucional del MIDES, el Repertorio de Políticas Sociales (RPS) [123]. El RPS releva periódicamente la oferta pública social del Estado uruguayo, haciéndolo con mayor periodicidad para los organismos nacionales y de forma más espaciada para los organismos departamentales. El último relevamiento departamental databa de 2012, por lo que este compromiso es una actualización de lo relevado en ese entonces. La información recopilada se pone a disposición en dos portales: el Observatorio Social y la Guía de Recursos. El primero está orientado a un público más técnico en políticas sociales (academia, periodismo, decisores, etc.) y el segundo a quienes trabajan directamente con población y a la ciudadanía en general.
Se definió la cantidad de organismos determinados como meta mínima (10 intendencias en un total de 19) en términos de capacidades institucionales y en base a la experiencia acumulada del equipo del RPS. La persona referente explicó que el relevamiento de la oferta pública es trabajoso y en algún sentido artesanal, ya que la situación de cada organismo es diferente y hay que adecuarse a los tiempos y capacidades técnicas de cada uno de ellos. Tampoco hay una aspiración de exhaustividad dentro de lo que es la oferta social de los organismos, por lo que se le da prioridad dentro de las intendencias a las direcciones "sociales" (desarrollo social, acción social, etc.) y otras direcciones que tengan programas y recursos sociales (direcciones de turismo, desarrollo productivo, deportes, cultura, etc.).
El repositorio actualmente habilita la búsqueda por organismo, departamento, área temática o población atendida. Los resultados de las búsquedas, así como la totalidad de la información del GDR, se pueden descargar en formato de datos abiertos (CVS) o en PDF. Con el objetivo de tener la visión de la sociedad civil se envió consulta a integrantes de la Asociación Nacional de ONG que habían participado en las mesas de cocreación del plan de acción, pero no se había recibido respuesta al cierre de este informe [124].
Las acciones propuestas en el marco de este compromiso son lo suficientemente específicas como para que su cumplimiento se pueda verificar objetivamente. De ser cumplido en su totalidad, este compromiso implicará un avance en la apertura del Gobierno, aunque menor en tanto es una acción que ya se venía realizando en el marco de una política del ministerio. No se propone incluir la información de la totalidad de los 19 gobiernos departamentales, ni propone otro tipo de acciones para involucrar a potenciales usuarios en el diseño de productos o funcionalidades acorde a las necesidades.
Siguientes pasos
Tomando en cuenta que este compromiso forma parte de una política de gestión y publicación de información del MIDES que ya estaba en marcha, las investigadoras del IRM consideran que no sería necesario incluir este compromiso en un próximo plan de acción. Sin embargo, se recomienda, que durante su implementación se procure ampliar la meta para incluir información de las 19 intendencias departamentales. Además, se recomienda realizar acciones de difusión a nivel nacional, procurando llegar específicamente a los potenciales usuarios, tanto entre los sectores más especializados como hacia la población en general. La información que se incorporará en el repositorio puede ser de interés para la ciudadanía en general, y muy especialmente para las organizaciones de la sociedad civil que trabajan en cada uno de los departamentos, periodistas o el sector académico.
