Commitment description
What is the commitment? To systematically develop and publish indicators to show the
results achieved with the different instruments that the MIEM
applies within the framework of the established strategic
guidelines.
How will the commitment
contribute to solving the problem?
The task of developing, updating, reviewing and adjusting
indicators on a regular basis is thought to contribute in three
ways:
1. Internally, to gauge the importance of the policies
and tools currently managed by the MIEM as well as
to detect weaknesses and strengths of these policies
with a view to their continuous improvement.
2. Externally (citizenship), to inform about the actions
carried out from the portfolio and to make the results
of the MIEM's work transparent.
3. Externally (other State agencies), to publicize the
MIEM's policies and promote the identification of
common or compatible areas where in the future it
may be possible to work in coordination for the
strengthening of public policy instruments and
therefore the rationalization of resources.
What is the problem that the
commitment will address?
The lack of adequate mechanisms that allow internal sharing of
information regarding the different programs that are developed
so that all those who design policies from the portfolio are
familiar with the actions and results achieved in the framework
of other programs.
The need to have updated information on the impact of the
policies adopted by the MIEM in order to be able to analyze
their strengths (which we want to replicate) and weaknesses
(which we want to overcome) in order to generate an adequate
strategy of ongoing review.
The interest of providing information to the population about the
results of the actions undertaken.
The need for coordination with other State agencies that work
within common or compatible areas of activity in order to
strengthen the tools and thus improve results.

commitment will contribute.
Showing the results achieved in a systematic, periodic, updated
and simple manner will allow for greater transparency in the
management of the MIEM in terms of the specific development
policies it designs and pursues. It will also allow permanent
monitoring of the progress of the instruments and facilitate their
adjustment, contributing to accountability.
Additional information
The proposal consists of publishing an indicator dashboard where, for each defined strategic
guideline, specific tools or policies that are developed are displayed and the outcome of these
policies are expressed in simple indicators that are easy for the citizenry to read.
In 2016, a pilot experiment was carried out within the MIEM, with a first approach to the
measurement of results by means of a set of generic and simple indicators, based on
information provided by each executive unit.
It is a scalable project and new matrices of more complex indicators can be established in the
future, initial indicators can be supplemented with new ones that measure new dimensions of
the same tool or that measure the impact of those tools in greater depth.
This type of information makes it possible to gauge the Ministry's actions and link policies to
specific day-to-day events, which contributes to strengthening the image of the MIEM and, at
the same time, to inform the population about the existing tools.
The proposal is in line with the systematization and in-depth evaluation of policies which is
currently being carried out by the Secretariat for Productive Transformation and
Competitiveness. This work will enable the MIEM to start developing indicators in a systematic
manner that will eventually be required by the National System for Productive Transformation
and Competitiveness for future use. Likewise, within the matrix of indicators, the extent to
which each of these is understood to contribute to the Sustainable Development Goals will be
noted.
An analysis will be made and, to the extent possible, gender indicators will be incorporated
into the defined matrix.

33. Publicación de datos sobre resultados de las políticas del MIEM

Texto del compromiso como aparece en el plan de acción:

Elaborar y publicar de manera sistemática indicadores que permitan mostrar los resultados alcanzados con los diferentes instrumentos que el MIEM aplica en el marco de las líneas estratégicas establecidas.

Los hitos de este compromiso son:

• Designar referentes de cada unidad / dirección para oficiar de contrapartes del equipo del proyecto como canales para el aporte de la información que sea requerida en tiempo y forma; definir indicadores a presentar, relevar y sistematizar información.
• Diseñar el tablero de indicadores (relativos a resultados de políticas y herramientas en el área de desarrollo industrial, política energética, desarrollo de Pymes entre otros) incluyendo información 2015, 2016, 2017 y 2018.
• Publicar datos en formatos abiertos del tablero de indicadores (relativos a resultados de políticas y herramientas en el área de desarrollo industrial, política energética, desarrollo de Pymes entre otros) ajustado.
• Realizar una presentación a la ciudadanía en al menos un taller abierto con opción de recibir aportes y comentarios que permitan a futuro mejorar la herramienta “tablero de indicadores (relativos a resultados de políticas y herramientas en el área de desarrollo industrial, política energética, desarrollo de Pymes entre otros)”.

Contexto y objetivos

Actualmente el Ministerio de Industria, Energía y Minería, no cuenta con los mecanismos adecuados para compartir internamente información sobre los programas que se llevan adelante y que puedan servir para la toma de decisiones en el momento del diseño de las políticas. También falta información sobre el impacto de las políticas, a partir de lo cual se puedan evaluar las fortalezas y debilidades para generar nuevas estrategias. Tampoco hay información disponible sobre los resultados de las acciones para compartir con la ciudadanía.

Este objetivo se propone atender estos problemas con la creación de un tablero de indicadores donde, para cada línea estratégica definida, se muestren herramientas o políticas concretas que se desarrollan así como los resultados de dichas políticas expresados en indicadores sencillos y de fácil lectura por parte de cualquier persona.

De acuerdo a lo que se establece en el compromiso, se entiende que este ejercicio de elaborar indicadores, actualizarlos, revisarlos y ajustarlos de manera periódica contribuirá en tres niveles. Internamente en el MIEM contribuirá a dimensionar la importancia de las políticas y herramientas que actualmente se gestionan, así como a detectar debilidades y fortalezas con miras a la mejora. A nivel de la ciudadanía servirá para informar acerca de las acciones que se realizan desde el ministerio y transparentar los resultados. A nivel de los otros organismos del Estado contribuirá a dar a conocer las políticas del MIEM y a la detección de áreas de trabajo comunes o compatibles para generar articulaciones y por ende racionalizar los recursos.

En 2016, el MIEM hizo una experiencia piloto, con una batería de indicadores genéricos y sencillos, construidos a partir de información que cada unidad ejecutora brindó. A partir de esta experiencia, se evaluó que era un proyecto escalable que permite establecer a futuro matrices de indicadores más complejos.

Las metas que persigue este compromiso son lo suficientemente claras y específicas como para que se puedan verificar en forma objetiva. El compromiso tal cual ha sido diseñado contribuirá a la transparencia de las políticas del MIEM, aunque se considera que su impacto potencial será moderado. El compromiso está orientado principalmente a elaborar y publicar indicadores y solo se establece una instancia de intercambio con la ciudadanía, con el objetivo de recoger demandas o retroalimentación una vez que el producto ya esté terminado. Las investigadoras del IRM en este caso, dada la especificidad de la temática, no identifican en este punto a usuarios actuales o potenciales de esta información.

Siguientes pasos

Para lograr que este compromiso sea más ambicioso y pueda tener un impacto más transformador, las investigadores del IRM recomiendan que durante su implementación se generen instancias de intercambio con los diversos actores vinculados a las políticas del MIEM (en el área del desarrollo industrial, política energética, desarrollo de Pymes, etc.) para recoger insumos y demandas previas al diseño de los indicadores y medición de los resultados y tener un producto final más acorde a las necesidades. Como primera acción, se podría realizar un relevamiento de los posibles interlocutores interesados en la información de los programas del MIEM y una consulta sobre cuáles son las dimensiones de interés para hacer un ejercicio de transparencia acorde a las expectativas.

Además, se debería pensar en cómo dar a conocer la existencia de esta información por una parte para fomentar su uso, pero también para que la ciudadanía y otros actores exijan su mantenimiento y actualización permanente.
