Commitment description
What is the commitment? To systematically develop and publish indicators to show the
results achieved with the different instruments that the MIEM
applies within the framework of the established strategic
guidelines.
How will the commitment
contribute to solving the problem?
The task of developing, updating, reviewing and adjusting
indicators on a regular basis is thought to contribute in three
ways:
1. Internally, to gauge the importance of the policies
and tools currently managed by the MIEM as well as
to detect weaknesses and strengths of these policies
with a view to their continuous improvement.
2. Externally (citizenship), to inform about the actions
carried out from the portfolio and to make the results
of the MIEM's work transparent.
3. Externally (other State agencies), to publicize the
MIEM's policies and promote the identification of
common or compatible areas where in the future it
may be possible to work in coordination for the
strengthening of public policy instruments and
therefore the rationalization of resources.
What is the problem that the
commitment will address?
The lack of adequate mechanisms that allow internal sharing of
information regarding the different programs that are developed
so that all those who design policies from the portfolio are
familiar with the actions and results achieved in the framework
of other programs.
The need to have updated information on the impact of the
policies adopted by the MIEM in order to be able to analyze
their strengths (which we want to replicate) and weaknesses
(which we want to overcome) in order to generate an adequate
strategy of ongoing review.
The interest of providing information to the population about the
results of the actions undertaken.
The need for coordination with other State agencies that work
within common or compatible areas of activity in order to
strengthen the tools and thus improve results.
OGP value to which this
commitment will contribute.
Showing the results achieved in a systematic, periodic, updated
and simple manner will allow for greater transparency in the
management of the MIEM in terms of the specific development
policies it designs and pursues. It will also allow permanent
monitoring of the progress of the instruments and facilitate their
adjustment, contributing to accountability.
Additional information
The proposal consists of publishing an indicator dashboard where, for each defined strategic
guideline, specific tools or policies that are developed are displayed and the outcome of these
policies are expressed in simple indicators that are easy for the citizenry to read.
In 2016, a pilot experiment was carried out within the MIEM, with a first approach to the
measurement of results by means of a set of generic and simple indicators, based on
information provided by each executive unit.
It is a scalable project and new matrices of more complex indicators can be established in the
future, initial indicators can be supplemented with new ones that measure new dimensions of
the same tool or that measure the impact of those tools in greater depth.
This type of information makes it possible to gauge the Ministry's actions and link policies to
specific day-to-day events, which contributes to strengthening the image of the MIEM and, at
the same time, to inform the population about the existing tools.
The proposal is in line with the systematization and in-depth evaluation of policies which is
currently being carried out by the Secretariat for Productive Transformation and
Competitiveness. This work will enable the MIEM to start developing indicators in a systematic
manner that will eventually be required by the National System for Productive Transformation
and Competitiveness for future use. Likewise, within the matrix of indicators, the extent to
which each of these is understood to contribute to the Sustainable Development Goals will be
noted.
An analysis will be made and, to the extent possible, gender indicators will be incorporated
into the defined matrix.
