Estonia End-of-Term Report 2014-2016

In 2017, the Independent Reporting Mechanism (IRM) published the end-of-term report for Estonia’s second action plan. The report covers the full action plan implementation period of July 2014 through June 2016.

The findings of the report are summarized below:

Estonia’s second action plan focused on participation in policymaking, public service improvements, budget transparency, and open data. Although most commitments were completed, changes in government practice mostly were minor. Moving forward, it is important to raise awareness of the action plan’s results to ensure greater use of the newly created tools and to improve opportunities for public engagement.

Eesti teise AVP tegevuskava fookuses olid kaasav poliitikakujundamine, kodanikust lähtuvad avalikud teenused, eelarve läbipaistvus ja avaandmed. Ehkki enamik tegevusi täideti, olid muutused valitsuse praktikas enamjaolt väikesed. Tulevikus peaks senisest enam rõhku panema tegevuskava tulemuste teadvustamisele, et tagada uute vahendite laiem kasutamine ja suurendada avalikkuse kaasatust.
