The values of open government are in line with the vision and mission of the Development of West Nusa Tenggara and the Government of West Sumbawa Regency, as stated in their respective Regional Medium-Term Development Plans. One of the development missions of the NTB Province is to realize NTB CLEAN AND SERVICE through the transformation of a bureaucracy with integrity, high performance, free from Corruption, Collusion, Nepotism and dedication. While the Third Mission of West Sumbawa Regency is West Sumbawa Regency GOOD in the administration of government and public services. This mission is directed to improve the implementation of regional government that is accountable, free from corruption, collusion and nepotism, and to improve the quality of transparent and integrated public services.
The NTB Provincial Government has established several flagship programs. What is the long-term vision for open government in your context and jurisdiction?
The long-term vision of West Nusa Tenggara Province for open government is to realize a clean and serving West Nusa Tenggara through the transformation of a bureaucracy with integrity, high performance, free from corruption, collusion and nepotism (KKN), and dedication. Meanwhile, the vision of West Sumbawa Regency is to create a participatory, clean, transparent, innovative, inclusive and accountable local government. The visions of these two governments have close similarities and explicitly emphasize the OGP commitments are promises for reform co-created by governments and civil society and submitted as part of an action plan. What are the achievements in open government to date (for example, recent open government reforms)?
West Nusa Tenggara Province:
- Achievement of the Informative qualification in the assessment of public information disclosure issued by the Information Commission of the Republic of Indonesia in 2019 and 2020;

The challenges and areas of improvement that will be addressed in the current implementation of open government are;
- strengthening policies and regulations for regional superior programs, in the context of improving the quality of public services, developing regional innovations, and strengthening community participation;
- increasing the capacity of local government apparatus in the administration of professional, transparent, participatory, and responsible governance;
- management of public information disclosure that can encourage public participation;
- increasing community participation in mutual cooperation (synergy and collaboration) to support local government programs through the revitalization of Posyandu institutions and functions;
- improving the quality of public complaints services so that they are efficient, fast and complete in order to improve the quality of public services and sources of input data for planning and policy making;
- Provision of quality data and integration of regional development data management systems in support of the one data Indonesia program;

West Nusa Tenggara Province:

The OGP Local action plan, the consortium of the NTB Province and West Sumbawa Regency governments will contribute to the Regional Strategic Vision through:
- The management of the public complaint system through the NTB Care program and the Yasinan Forum provides a channel for the community to submit complaints and suggestions in the administration of government so that they will become feedback for improving the quality of public services.

West Nusa Tenggara Province which is clean and serves as a strategic vision of an open government will encourage the realization of a government that is professional, serving, free from corruption, collusion and nepotism, transparent and accountable. The ideals of a government like this are one of the pillars of the vision of the province of West Nusa Tenggara, which is to build a glorious West Nusa Tenggara
West Sumbawa Regency GOOD in the administration of government and public services is one of the main supporters in achieving the goals of local government policies as stated in the Regional Medium-Term Development Plan 2021-2026, so it is hoped that this strategic vision can realize transparent, participatory and accountable governance.

What kind of institutional arrangements are in place to coordinate between government agencies and departments to implement the OGP action plan?
Each local government has formed a Coordination Team for the Implementation of Open Government which is determined based on the Decree of the Head of each Region. This coordination team is responsible for carrying out coordination between technical local government organizations implementing action plans, and consolidating with external local government parties in developing co-creation, implementation, and monitoring of the implementation of open government action plans in the regions.
In terms of institutional structure, this coordination team consists of the Director, Person in Charge, Implementer, Facilitator and Monitoring and Evaluation. To support the implementation of tasks, functions and administration, local governments have established Open Government secretariats in each region.
What kind of spaces have you used or created to enable the collaboration between government and civil society in the co-creation and implementation of this action plan? Mention both offline and online spaces.
Each local government has established a West Nusa Tenggara Local OGP collaboration forum as a forum for coordination and collaboration in the planning, implementation and evaluation of open government programs.
Online spaces are provided to facilitate the process of coordination and collaboration both formally and informally between the government and CSOs. For example, providing WhatsApp Groups for each region’s team and WhatsApp Groups with local governments.
Offline meetings have been held several times, both at the government secretariat and the CSO secretariat. A series of workshops on the preparation of draft action plans was held both at the level of the Province of West Nusa Tenggara and in the District of West Sumbawa. Finally, the team also conducted an online public test of the draft action plan that had been prepared by the consortium to get input and feedback from the community and other parties involved.
What measures did you take to ensure diversity of representation (including vulnerable or marginalized populations) in these spaces?
The Collaboration Forum that was held involved and provided space for each stakeholder to discuss and convey input in each stage of the implementation of OGP Local commitments according to their capacities and interests and needs.
Local governments provide an affirmative space by giving partner CSOs a role to explore information, issues, aspirations and needs of vulnerable groups. For example, accompanying CSOs discussed with several representatives of groups of women ex-migrant workers, female heads of household, and representatives of persons with disabilities and academics in Sumbawa Regency. Meetings were also held with other CSO representatives on a limited basis in accordance with the health protocol. The results and field findings are processed by partner CSOs as part of the strategic issues that will be addressed through this open government action plan.

To ensure collaboration between local governments and CSOs in the implementation of action plans, local governments involve them in the Open Government Implementation Coordination Team, both as Advisory Teams and Monitoring and Evaluation Teams. A multi-stakeholder collaboration forum is developed and will hold regular meetings once every 4 months, or as needed. This meeting serves to determine the progress of achieving activity targets and find solutions to problems that arise.

The independent monitoring body will be formed to monitor and evaluate the implementation of the action plan consisting of elements of college / academics and CSOS.
The NTB Provincial Government will involve academics from the University of Muhammadiyah, practitioners of public information disclosure and CSO Media Link. Whereas the West Sumbawa Regency Government will involve academics from the Publication and Community Community Research Institute (LRP2M) of Cordova University, Deguru Institute, and Circle of Madani Studies (NGOs).

The Local OGP Collaboration Forum Meeting will be held regularly or in accordance with the needs by involving a broader range of stakeholders, to discuss the progress of the implementation of commitments and find solutions to the problems that emerge.
How will you regularly check in on progress with implementing agencies?
Agency in charge of the commitment will develop a monthly report related to the progress of the commitment. Furthermore, it will carry out a regular work meeting which presented the entire OGP Local Coordination Team of the Province of NTB and the Agencies implementing action plan.
How will you share the results of your monitoring efforts with the public?
The dissemination of the results of the monitoring of the implementation plan to the public will be held online to ensure the ease of access and a broad range. The NTB Provincial Government will evict it through the official website of the NTB Provincial Government, namely on the Local NTB OGP page (https://ntbprov.go.id/ogplocal) and various social media accounts owned by the NTB Provincial Government.
