West Nusa Tenggara Province Local Open Government Partnership (OGP), or commonly abbreviated as West Nusa Tenggara Local OGP, has an informal forum called West Nusa Tenggara Local OGP Collaboration Forum. This forum began to form on April 21, 2021, during the initial meeting to develop the action plan. This forum accommodates various stakeholders, both from government and non-government elements. This forum was formed to facilitate coordination and collaboration in various OGP Local processes. The process of coordination and collaboration within the Forum is carried out starting from preparing action plans, and implementing action plans, to monitoring and evaluating various commitments to open government programs that have been determined.

West Nusa Tenggara Regional OGP Collaboration Forum is a multi-stakeholder forum involving government and non-government elements. Elements of this government forum involve the Regional Planning and Development Agency, the Information and Statistics Communication Service, the Health Service, the Village Government Community Empowerment Service, and Population and Civil Registration. Meanwhile, non-government elements actively involved are “SOMASI NTB” and “PWYP Indonesia”. The forum also involves academics and practitioners/researchers who provide public information on West Nusa Tenggara Province.

This multi-stakeholder forum is informal and its activities are mostly in the form of discussion and technical assistance. The forum involves a number of forum members in implementing the action plan. This is the explanation from the OGP Local POC of West Nusa Tenggara Province. This explanation was confirmed by the statement submitted by the Director of SOMASI NTB, Head of Information and Statistics Communication Service West Nusa Tenggara Province during a discussion with the Independent Monitoring Body (IMB) Team on Thursday 16 March 2023 at Information Communication and Statistics Service Office West Nusa Tenggara Province.

1.3 Does the forum hold at least one meeting with civil society and non-governmental stakeholders during the co-creation of the action plan?

The Forum has held several meetings most of which are out informally. The meetings involved civil society and a number of non-governmental stakeholders in the process of formulating an action plan. The meetings were held in formal and informal discussions. During the Covid-19 Pandemic, most of the discussions/meetings were conducted online through zoom meetings and discussions through conversations on the West Nusa Tenggara Local OGP WhatsApp Group.

West Nusa Tenggara Local OGP’s action plan has received approval from stakeholders from both government and non-government elements. Approval for the West Nusa Tenggara Local OGP’s action plan was obtained during a public test that was held on July 28, 2021. The Deputy Governor of West Nusa Tenggara Province who was present at the event gave directions so that the various commitments in the action plan could be implemented properly and meet community expectations. This public test meeting is also a forum for obtaining input, suggestions, and support from various stakeholders on the action plans that have been prepared by the OGP Local Team for the West Nusa Tenggara Province.

West Nusa Tenggara Provincial Government has provided a special page on the official provincial government website via this link. This page provides information on activities and various West Nusa Tenggara OGP Local policy documents. This page also provides an Input Forum feature that can be used by the public to provide input regarding action plans or the implementation of various activity programs related to open government commitments. In addition, the Discussion Group via West Nusa Tenggara Local OGP WhatsApp Group is also provided for stakeholders who are interested in intensively providing various inputs related to the implementation of West Nusa Tenggara Local OGP.

West Nusa Tenggara Provincial Government stated that it was proactive in responding to feedback submitted by various stakeholders directly in formal discussion forums. Quick response was also delivered via email. Informally, responses to feedback were also carried out through discussions on the West Nusa Tenggara Local OGP WhatsApp Group during the action plan development process.

Each discussion participant is given the opportunity to provide input and ideas openly.

Manifesting Open Governance via Improvement of Data Management and Development of Satu Data NTB (West Nusa Tenggara One Data) Information System.

This commitment identifies two clear and measurable activities, namely Improving Data Governance and Development of One Data West Nusa Tenggara Information System. Improvement of data governance is carried out through the formulation and implementation of policies, standards, and procedures for implementing data governance. This is in accordance with Indonesia’s One Data National Policy which was stipulated through Presidential Regulation Number 39 of 2019 concerning Indonesia’s One Data. In West Nusa Tenggara Province, the development of the One Data Information System is integrated with similar systems at the national and district/city levels through the One Data West Nusa Tenggara Portal (https://data.ntbprov.go.id/).

  • Public Participation: The general public can participate in the form of freely accessing various types of data, providing input on the types of data that must be provided, and consulting to utilize the data according to their needs.
  • Inclusion: data can be accessed openly by various groups regardless of gender, social strata, physique, religion, ethnicity, and other social environments.
  • Transparency: The One Data West Nusa Tenggara Program provides information system applications to publish development data that can be accessed by the general public. The data and information displayed are the outputs and achievements of various development program activities implemented by the Government so that the public can see and assess the level of success of regional development programs.

West Nusa Tenggara One Data commitment is in line with Indonesia’s One Data National policy in accordance with Presidential Regulation Number 39 of 2019 which was then followed up through Governor Regulation Number 45 of 2021 concerning West Nusa Tenggara One Data. To carry out this commitment, there is institutional support from the West Nusa Tenggara Provincial Government in the form of West Nusa Tenggara One Data Forum based on the Governor’s Decree Number: 120-217 of 2022. Institutionally, the structure of this forum is quite complete, consisting of Data Trustees, Data Guardian, and Data Producers. Periodically members of this forum hold intensive discussions and studies in West Nusa Tenggara One Data Forum.

The commitment to West Nusa Tenggara One Data is getting stronger with the enactment of Governor Regulation Number 45 of 2021 concerning West Nusa Tenggara One Data which regulates Data Management within the scope of the West Nusa Tenggara Provincial Government. This West Nusa Tenggara One Data commitment produces quality development data and encourages the level of community participation to obtain and use data easily and efficiently. West Nusa Tenggara One Data Forum is a forum for coordination and collaboration in producing, validating and sharing quality data within the West Nusa Tenggara Province.

Local governments need to pay attention to a good transition process if there are institutional dynamics (mutations, etc.), intensive strengthening of human resource capacity, budget support, periodic coordination, and making West Nusa Tenggara One Data Forum an effective forum to encourage the achievement of valid data, quality data, and powerful data to use.

2. Commitment:

Improving the Quality of Public Complaint Resolution Through “West Nusa Tenggara Care” (NTB Care).

2.1 Is the commitment verifiable?

This commitment aims to improve the quality of public complaint resolution through improving governance, increasing human resources for service managers, and developing information systems. This commitment is expected to help improve the resolution of public complaints quickly, easily, and inexpensively.
Improvement of governance is carried out through changes in regulations, standards/procedures, and institutions for organizing public complaint services. In addition, human resource capacity building was also carried out through technical guidance and training.
To speed up, simplify and make this effort efficient, the development of the information system is directed at improving the features of the public complaint service management application and integrating it with several existing public complaint channels.

This commitment is highly relevant to OGP’s values as follows:

  • Participation: The community freely and responsibly expresses criticism, suggestions, and complaints through the “West Nusa Tenggara Care” (NTB Care) channel. The various types of complaints submitted can become a database in the preparation of development programs, for example, programs to repair damaged road and bridge infrastructure, improve the health system, and deal with social problems.
  • Transparency: Each incoming public complaint will be responded to and followed up through by regional apparatuses who have related tasks and functions. The community can monitor follow-up progress through the NTB Care application.
  • Accountability: Community input and complaints can function to improve the quality of public service delivery and government development programs. Regular reports of incoming public complaints and their follow-ups will be reported to regional leaders as a basis for decision-making.

The implementation of public complaint services through the NTB Care Program has actually existed and has been running since 2018. The NTB Care Program is one of the Leading Programs in the West Nusa Tenggara Provincial Medium Term Development Plan for 2018-2023.
In order to expand the utilization of NTB Care, an MoU was entered into between the Governor and the Regents and Mayors of West Nusa Tenggara regarding Cooperation in the Utilization of the NTB Care Application as well as cooperation agreement between the Regional Secretary of West Nusa Tenggara Province and the Regional Secretaries of Regencies/Cities throughout West Nusa Tenggara regarding the Utilization of the Application NTB Care.
In an effort to improve the quality of this complaint service, the West Nusa Tenggara Provincial Government provides a number of complaint channels including the NTB Care mobile application, SMS center, WhatsApp NTB Care, Instagram NTB Care, and Facebook NTB Care.

NTB Care’s commitment has encouraged the formation of a new institution that specifically manages public complaint services, namely the Digital Services Center Unit.
In addition, through NTB Care’s commitment, improvements have been made to the governance of the public complaint service system through policies, standards, and procedures that encourage each regional apparatus to improve the quality of handling public complaints addressed to each of these regional apparatuses.
NTB Care has also expanded the scope of cooperation by collaborating with various non-government stakeholders to jointly address social and public health problems.

There is a need to sharpen how to strengthen the Service Technical Implementation Digital Services (UPTD Digital Service Institution) in terms of work procedures, application systems, HR, Facilities and Infrastructure, and the budget for operations.

3. Commitment:

Improving community health and family resilience through the Revitalization of Integrated Health Service Posts (Posyandu).

3.1 Is the commitment verifiable?

This commitment aims to improve community health and family resilience by increasing the capacity of Posyandu to become a Family Posyandu. This family Posyandu provides health services that are more diverse and integrated with other village services. The family Posyandu is supported by the Posyandu information system as a medium of information, education, and management of village community health data.
Through the revitalization of the Family Posyandu, it is hoped that the Posyandu institution will be well organized, quality Human Resources (Posyandu cadres) will be available, Posyandu infrastructure will be fulfilled, Posyandu data collection and reporting can be carried out, Posyandu operations will be fulfilled and convergence of other social activities will be carried out through the Posyandu.

This commitment is in line with OGP’s values as follows:

  • Participation: The Posyandu revitalization program encourages community participation to gain access to better health services at the village level quickly, easily, and cheaply.
  • Transparency: In addition to contributing to the revitalization of the Posyandu, the Posyandu information system will also encourage open access to information on Posyandu services to the public and other public issues (child marriage data, violence against women data), especially direct beneficiaries (toddlers, pregnant women, the elderly, etc.).
  • Accountable: The development of a web-based online Posyandu information system application (SIP Posyandu) is used as a system for managing village community health data. It is hoped that this data can be used for planning rural community health development programs, as a basis for decision-making, as well as as a medium for dissemination and outreach to the community. People can access it quickly and easily. Thus accountability can be accounted for.

West Nusa Tenggara Provincial Government also signed a Memorandum of Understanding (MOU) with 10 Regency/City Governments signed by the Governor and Regents/Mayors on Zero Waste-Based Waste Management, Posyandu Revitalization, Tourism Village Development, Poverty Alleviation, and Disaster Mitigation.

This commitment is strengthened by the enactment of West Nusa Tenggara Governor Regulation Number 30 of 2021 concerning the Revitalization of Integrated Service Posts. Through this regulation, district/city governments in West Nusa Tenggara Province area are encouraged to increase the institutional capacity of Posyandu in their area in order to achieve the qualification of Family Posyandu.
Through this commitment, community health services at Posyandu at the village level are also increasingly diverse, not only aimed at mothers and children, but also available for teenagers, productive age, and the elderly. Through the expansion of public health services, the degree of public health and resilience will improve.

Need to strengthen institutions (governance, human resources, infrastructure, and budget) so that sustainability and achievement of results can be more optimal.
