Bulgaria Mid-Term Report 2016-2018 – For Public Comment

In 2018, the Independent Reporting Mechanism (IRM) published the Year 1 Progress Report for Bulgaria’s third action plan. The report covers the implementation of the action plan from July 2016 through June 2017.

In Bulgaria, findings from the IRM researcher, Stephan Anguelov, is summarized below:

“Bulgaria’s third national action plan addressed a range of issues from access to information and civic participation, to anti-corruption efforts. Much of the action plan focused on enhancing information technologies and e-services. Moving forward, the government should focus on involving civil society in more meaningful dialogue and co-creation of ambitious commitments clearly relevant to OGP values.”

and in Bulgarian:

“Третият план за действие на България разгледа множество въпроси – от достъпа до информация и гражданското участие до мерките за борба срещу корупцията. Голям част от плана за действие се съсредоточи към подобряването на информационни технологии и е-услуги. В бъдеще правителството трябва да наблегне на включването на гражданското общество в по-смислен диалог и взаимно създаване на амбициозни ангажименти, ясно отговарящи на ценностите на ПОУ.”
