Área Responsable: Ministerio de Modernización: - Oficina Nacional de Contrataciones - Dirección Nacional de Datos e Información Pública; Otros actores: Poder Ciudadano, Asociación Civil por la Igualdad y la Justicia (ACIJ), Unión Argentina de Proveedores del Estado (UAPE), Cooperativa Lilikelen.; Status quo o problema que se quiere resolver: El acceso a información sobre compras y contrataciones del Estado es fundamental para garantizar la transparencia en la gestión de los recursos públicos, así como la economía y eficiencia en las gestiones estatales con proveedores y oferentes de bienes y servicios. En Argentina, la información sobre compras y contrataciones del Estado tradicionalmente se ha presentado de modo incompleto, disperso, desestructurado y en formatos no reutilizables, lo que dificulta el control social sobre las gestiones realizadas con recursos públicos. Desde 2016 se ha avanzado en la implementación de sistemas de compras electrónicos, entre ellos el sistema electrónico de compras para la contratación de bienes y servicios (compr.ar), y en la publicación de los datos subyacentes en formatos abiertos a través del Portal de Datos Abiertos (datos.gob.ar). Así, el desafío actual consiste en mejorar la publicación y difusión de información sobre compras y contrataciones estatales y adaptarla a formatos abiertos alineados con estándares internacionales a fin de facilitar el monitoreo, seguimiento y evaluación de estos procesos.; Objetivo principal: Avanzar en la instrumentación del Estándar de Datos para las Contrataciones Abiertas (EDCA) para las compras y contrataciones de bienes y servicios que tramitan a través del Sistema Electrónico de Compras (compr.ar), así como promover la sensibilización de actores estatales y externos sobre las potencialidades de implementar el EDCA.; Breve descripción del compromiso: A partir de un diagnóstico inicial que analice el modo de evolucionar la forma en que se presenta la información de las compras y contrataciones de bienes y servicios gestionados a través del sistema compr.ar, y mediante actividades de sensibilización e intercambio con múltiples actores dentro y fuera del Estado que se abocan a estos temas, se avanzará progresivamente en la implementación del Estándar de Datos para las Contrataciones Abiertas (EDCA) y se ampliará el tipo de información documental respaldatoria para compras y contrataciones públicas.; Desafío de OGP atendido por el compromiso: Incrementar la integridad pública.; Relevancia: Transparencia para visibilizar las compras y contrataciones de bienes y servicios que realiza el Poder Ejecutivo Nacional y para favorecer la reutilización de esa información mediante su publicación en formatos abiertos. Rendición de cuentas para facilitar el acceso a información sobre el uso de los recursos públicos y permitir el monitoreo ciudadano sobre las gestiones realizadas por el Estado con diversos sectores, entre ellos, el privado. Participación ciudadana para -a través de instancias de intercambio con actores externos a la Administración Pública Nacional- recibir insumos y aportes para la implementación del EDCA.; Ambición: Que se fortalezca la transparencia de los actos de gobierno, se mejoren las posibilidades de control por parte de la sociedad civil sobre las gestiones públicas y se contribuya a avanzar, una cultura de innovación abierta en el sector público y privado
