Área Responsible: Unidad Ministro, Ministerio de Salud; Otros actores: Fundación InterAmericana del Corazón (FIC Argentina), Fundación Directorio Legislativo.; Status quo o problema que se quiere resolver: Las enfermedades crónicas no transmisibles (ENTs) han sido identificadas por la Organización Mundial de la Salud como la principal amenaza para la salud humana. Éstas incluyen las enfermedades cardiovasculares, el cáncer, la diabetes y las enfermedades respiratorias crónicas. Las ENTs son generadas principalmente por cuatro factores de riesgo (consumo de tabaco, consumo de alcohol, alimentación no saludable e inactividad física), tres de los cuales se originan por el consumo de productos vendidos por empresas privadas que -a través del lobby, entre otras estrategias- buscan proteger sus intereses comerciales en detrimento de la salud. En virtud de que las decisiones de política pública en esta materia se discuten -entre otros espacios- en comisiones que convoca el Ministerio de Salud, es relevante generar mecanismos que eviten la presencia de conflictos de interés de actores privados que participan en estos debates y sensibilizar a los decisores políticos encargados de promover políticas públicas de salud acerca de la importancia de transparentar el conflicto de interés. Asimismo, y dado que estos espacios se podrían nutrir con aportes de organizaciones de la sociedad civil especializadas en temáticas de salud que actualmente no acceden a esas instancias de discusión o bien desconocen los temas a tratar y cronogramas de reunión, se plantea el desafío de identificar a esas organizaciones, en primer lugar, y convocarlas oportunamente a participar.; Objetivo principal: Promover la transparencia en las relaciones de gobierno y el sector privado con el fin de proteger las políticas públicas de salud del conflicto de interés y facilitar una amplia participación de la sociedad civil en las instancias de discusión y decisión sobre la materia; Breve descripción del compromiso: Se implementarán acciones de sensibilización y actos administrativos para la prevención de conflictos de interés en las reuniones de las comisiones nacionales que convoca el Ministerio de Salud. Asimismo, se generará y publicará un directorio de información sobre organizaciones de sociedad civil y actores interesados a fin de hacerlos partícipes de los debates de políticas de salud.; Desafío de OGP atendido por el compromiso: Incrementar la integridad pública; Relevancia: Transparencia para facilitar el acceso a la información sobre los temas de las reuniones de las comisiones de salud que convoca el Ministerio. Participación ciudadana para que las organizaciones de la sociedad civil de todo el país puedan participar en las instancias de discusión y decisión sobre políticas de salud. Rendición de cuentas para incorporar mecanismos de prevención de conflictos de interés en las reuniones de las comisiones de salud convocadas por el Ministerio.; Ambición: Que la participación de la sociedad civil en las instancias de discusión y decisión sobre medidas de salud pública, así como la implementación de mecanismos de prevención de conflictos de interés en estos espacios, contribuyan a transparentar la relación entre el Estado y actores privados del ámbito de la salud y a alcanzar políticas efectivas que prioricen el bienestar general en materia sanitaria.
