Description

What is the public problem that the commitment will address?
The different workspaces in Argentina reflect multiple gender gaps: the activity rate of women is 30 percentage points lower than that of men (40% vs. 70%), 46% of women when they become mothers turn from unemployed to inactive, while in the case of men only 18% put their work trajectory in an unstable situation. In addition, today there is open data on the labor market by sex, however, it is possible to enhance information: generate more data, improve its visualization, in order to improve decision making and strengthen women's access and trajectories in the workfield. Data plays a key role in this agenda as it allows visibilization and acknowledging dimension of the phenomenon, adds value to public debates, promotes research and guides policies. The Ministry of Production and Labor has the capacity and responsibility to lead the transformation process that the labour market requires. In this context, the Ministry carries out various actions that include: training with a gender perspective to Conciliation Secretaries and women trade unions; the development of reports that reflect the situation of women in the labor market; and the generation of primary information through the incorporation of fields in administrative records.

What is the commitment?
The commitment defines actions aimed at producing , publishing and making available labor market information in open formats, disaggregated by sex, with the objective of making visible the situation of women in the labor market. In this sense, meetings with civil society are planned to receive their proposals on related information of interest to be incorporated and for the dissemination of published data.

How will the commitment contribute to solving the public problem?
The labor statistics produced by the Ministry of Production and Labor are of high added value since they provide public, integrated and official information on the various dimensions of the socio-labor reality in the country. The production of new information, its availability in open format and the creation of a gender section within the Production Library that brings together existing data to provide greater visibility, will be key inputs for the design of public policies, research and informed public debate. On the other hand, meetings with civil society will contribute to the demand for information of interest and the dissemination of available data.

Why is this commitment relevant to OGP values?
The commitment is relevant to transparency because it produces, makes available and makes visible labor statistics with a gender approach. It is proposed to increase the quality of existing information, improve its visualization and incorporate open data, which will make visible the situation of women in the workplace as an input to improve public policies aimed at reducing gender gaps, research and advocacy of civil society.

Additional information
In 2018, the Argentine Government presented the National Plan for Equal Rights and Opportunities, a planning tool to implement public policies that promote gender equality in Argentina. It is the first time that all ministries make a commitment in the field of gender equality in an articulated, strategic and integral manner that has been promoted by the Executive Branch. The production and opening of data by sex is in line with the National Plan for Equal Rights and Opportunities that incorporates within its axes cross-cutting commitments on the production of statistical information and data. Also, this is in line with the Sustainable Development Goals, especially SDG 8 on "Decent work and economic growth", SDG 9 on "Industry, Innovation and Infrastructure" and SDG 5 on "Gender Equality".

14. Mujeres en el mundo del trabajo

El compromiso define acciones destinadas a generar, publicar y disponibilizar información del mercado de trabajo en formatos abiertos, desagregada por sexo, con el objetivo de visibilizar la situación de las mujeres en el mercado laboral. Asimismo, se prevé la realización de reuniones con sociedad civil para recibir sus propuestas sobre información de interés en la temática a incorporar y para la difusión de los datos publicados.

Objetivo principal

Generar, publicar y disponibilizar información del mercado de trabajo en formatos abiertos, desagregada por sexo, para [dotarla] de mayor visibilidad [en tanto que] insumos claves para el diseño de políticas públicas, investigaciones y el debate público informado.

Hitos

14.1 Disponibilización en formato de datos abiertos de indicadores (tasas de actividad, empleo, desempleo, subocupación y empleo no registrado) del Boletín de Estadísticas Laborales (de la sección de Mercado de Trabajo), con desagregación por sexo.

14.2 Disponibilización del Boletín de estadísticas de género del Observatorio de Empleo y Dinámica Empresarial (OEDE), que contempla indicadores de: puestos de trabajo por sexo, desagregado por edad y sector de actividad; tasa de feminidad; remuneración por sexo y brecha salarial por sector de actividad, entre otros.

14.3 Desarrollo de una sección de género dentro de la Biblioteca de la Producción de la web del Ministerio de Producción y Trabajo.

14.4 Diseño y desarrollo de un módulo especial de aplicación puntual que aborde dimensiones de género en el mundo del trabajo (espacios de cuidado, licencias) en la Encuesta de Indicadores Laborales. Para el diseño de este módulo se convocará a OSC que son usuarias de esta información a una reunión para recibir recomendaciones de dimensiones que podrían incorporarse en el módulo especial, y luego la Secretaría brindará respuesta sobre la viabilidad de incluir tales propuestas.

14.5 Realización de dos (2) encuentros con la sociedad civil usuaria de esta información para generar una instancia de difusión y visibilización de datos que reflejen la situación de varones y mujeres en el mercado laboral.

Análisis del compromiso

Este compromiso tiene el objetivo de generar, publicar y disponibilizar información, en formatos abiertos y desagregada por sexo, acerca del mercado de trabajo, para que guíe el debate público, la investigación y el diseño de políticas públicas sobre trabajo con perspectiva de género.

Además de la publicación de datos desagregados por género para diversos indicadores (tasas de actividad, empleo, desempleo, subocupación, empleo no registrado, puestos de trabajo por edad y sector de actividad, remuneración y brecha salarial, entre otros), el compromiso contempla otras actividades tendientes al objetivo planteado, tales como la introducción de una sección de género dentro de la Biblioteca de la Producción de la web del Ministerio de Producción y Trabajo. Además, se desarrollará, en colaboración con la sociedad civil, un módulo que aborde dimensiones de género en el mundo del trabajo (tales como espacios de cuidado y licencias) en la Encuesta de Indicadores Laborales, y la organización de encuentros con las OSC usuarias de los datos para promover su difusión y reutilización. Todas estas actividades son observables y, en muchos casos, resultan en productos tangibles, por lo cual el compromiso es considerado verificable.

El compromiso es, en primer lugar, relevante para el valor del acceso a la información tal como lo define OGP, ya que busca generar y poner a disposición del público informaciones, hoy no disponibles en forma sistemática, de utilidad tanto para el usuario como para la sociedad civil especializada. Secundariamente, el compromiso contiene un componente – menor - de participación, en la medida en que contempla la realización de tres reuniones con OSC usuarias de la información a publicar – la primera a efectos de consulta sobre las dimensiones a incluir en el módulo adicional de la Encuesta de Indicadores Laborales, y las dos restantes para promover la difusión de los datos publicados.

Si bien no le fue posible recabar reacciones ni de gobierno ni de sociedad civil en relación con este compromiso, la investigadora del IRM estima que fue incluido en el plan de acción en línea con la estrategia de transversalizar la perspectiva de género y en respuesta al imperativo planteado por OGP de encarar el problema de la inequidad de género con soluciones de gobierno abierto. Asimismo, se enmarca en el Plan Nacional de Igualdad de Derechos y Oportunidades, desarrollado en 2018 para planificar las políticas de promoción de la equidad de género a nivel nacional, el cual reclama la producción de información estadística en materia de género.

Los datos disponibles sobre la participación de las mujeres en el mercado de trabajo y sobre la brecha salarial de género dan cuenta de que este es un problema que afecta a millones de mujeres en Argentina [77]. El repaso de las bases de datos en línea revela que muchas informaciones relevantes no se encuentran desagregadas por género; si acaso están desagregadas por género, las bases de datos a partir de las cuales se elaboran los boletines de estadísticas laborales no están disponibles en forma pública. La disponibilidad pública de estas informaciones es sin duda fundamental a la hora de guiar tanto la confección de políticas gubernamentales en pos de la equidad de género como para orientar la labor de incidencia de la sociedad civil en el mismo sentido.

Sin embargo, tal como está formulado, el compromiso es relativamente poco ambicioso, y hay buenas razones para suponer que el área de estadísticas del Ministerio de Trabajo hubiera podido disponibilizar las informaciones consignadas en el compromiso sin necesidad de trabajar en el marco de un plan de acción de OGP. De ahí que el impacto potencial del compromiso sea calificado como menor.
