What is the public problem that the commitment will address?
The different workspaces in Argentina reflect multiple gender gaps: the activity rate of women is 30 percentage points lower than that of men (40% vs. 70%), 46% of women when they become mothers turn from unemployed to inactive, while in the case of men only 18% put their work trajectory in an unstable situation. In addition, today there is open data on the labor market by sex, however, it is possible to enhance information: generate more data, improve its visualization, in order to improve decision making and strengthen women's access and trajectories in the workfield. Data plays a key role in this agenda as it allows visibilization and acknowledging dimension of the phenomenon, adds value to public debates, promotes research and guides policies. The Ministry of Production and Labor has the capacity and responsibility to lead the transformation process that the labour market requires. In this context, the Ministry carries out various actions that include: training with a gender perspective to Conciliation Secretaries and women trade unions; the development of reports that reflect the situation of women in the labor market; and the generation of primary information through the incorporation of fields in administrative records.
What is the commitment?
The commitment defines actions aimed at producing , publishing and making available labor market information in open formats, disaggregated by sex, with the objective of making visible the situation of women in the labor market. In this sense, meetings with civil society are planned to receive their proposals on related information of interest to be incorporated and for the dissemination of published data.
How will the commitment contribute to solving the public problem?
The labor statistics produced by the Ministry of Production and Labor are of high added value since they provide public, integrated and official information on the various dimensions of the socio-labor reality in the country. The production of new information, its availability in open format and the creation of a gender section within the Production Library that brings together existing data to provide greater visibility, will be key inputs for the design of public policies, research and informed public debate. On the other hand, meetings with civil society will contribute to the demand for information of interest and the dissemination of available data.
Why is this commitment relevant to OGP values?
The commitment is relevant to transparency because it produces, makes available and makes visible labor statistics with a gender approach. It is proposed to increase the quality of existing information, improve its visualization and incorporate open data, which will make visible the situation of women in the workplace as an input to improve public policies aimed at reducing gender gaps, research and advocacy of civil society.
Additional information
In 2018, the Argentine Government presented the National Plan for Equal Rights and Opportunities, a planning tool to implement public policies that promote gender equality in Argentina. It is the first time that all ministries make a commitment in the field of gender equality in an articulated, strategic and integral manner that has been promoted by the Executive Branch. The production and opening of data by sex is in line with the National Plan for Equal Rights and Opportunities that incorporates within its axes cross-cutting commitments on the production of statistical information and data. Also, this is in line with the Sustainable Development Goals, especially SDG 8 on "Decent work and economic growth", SDG 9 on "Industry, Innovation and Infrastructure" and SDG 5 on "Gender Equality".
