14. Implementación de un sistema de información integral sobre proyectos de inversión en saneamiento
2017 – 2019
Institución responsable de la implementación Ministerio de Vivienda, Construcción y Saneamiento.
Descripción del compromiso
¿Cuál es la problemática que el compromiso aborda? La información disponible sobre proyectos de inversión en saneamiento es compleja, poco amigable, lo que dificulta el acceso de la ciudadanía.
De otro lado, no existen portales que difundan información del financiamiento de las inversiones, obras y de asociaciones público privadas.
¿Cuál es el compromiso? La Oficina General de Estadística e Informática implementará un sistema de información integral sobre proyectos de inversión en saneamiento a nivel de región.
El sistema mostrará información sobre el financiamiento en inversiones, obras, expedientes y estudios de Saneamiento por región y provincia, número de proyectos, población beneficiada y financiamiento.
La información estará a disposición de la ciudadanía y Gobiernos Locales y Regionales.
¿Cómo contribuirá a resolver la problemática? El compromiso representa una oportunidad para la ciudadanía, Gobiernos Locales y Regionales y usuarios del sistema para conocer las inversiones, obras, expedientes y estudios de saneamiento en los que participa el MVCS. Al poner toda la información a disposición del ciudadano/a facilitará la planificación por parte de los Gobiernos Regionales de nuevos proyectos en cada una de las regiones.
¿Por qué es relevante a los valores de OGP? Es relevante frente a la transparencia, debido a:
• Se publica información, se mejora la calidad de la información y acceso a los usuarios del sistema.
• A la rendición de cuentas, porque que da a conocer la gestión de las inversiones a nivel regional.
• Uso relevante de las Tecnologías de Información e innovación tecnológica.
Información adicional El compromiso forma parte de la implementación del sistema de georreferenciación que forma parte del Sistema Integral de Agua y Saneamiento (SIAS), se desarrollará con recursos propios y se requiere esfuerzo para afrontar costos de publicidad, publicación y mantenimiento en portal web, capacitaciones o instructivos, reuniones, personal, entre otros.
