Hospital discharge records of the Ministry of Public Health in
open formats

Commitment description
What is the commitment?
To publish in open data format the hospital discharge record database of
the Ministry of Public Health, with basic demographic data and
classification of the disease according to ICD 10. These will be published
on the website of the Ministry of Public Health and in the National Catalog
of Open Data.
What is the problem that the
commitment will address?
The data from the hospital discharge records can be used as a tool to
approach disease profiles, health-related needs and demands. It allows to
carry out analyses with different approaches to the health situation,
management and auditing, among other things. Currently, in order to
access record data, a request for information must be filed.
According to what emerged in the "Open Data" Working Group held on 9
May 2018 in the framework of the co-creation process of the 4th Open
Government Action Plan, among other proposals related to the area of
health and care, Civil Society pointed out that data linked to hospital
discharges should be available in open format. This is why this commitment
would be responding to a specific request.
How will the commitment
contribute to solving the
problem?
The hospital discharge record database will be made available in open data
format, upon prior anonymization of the records. The data and metadata
will be accessible and posted on the website of the Ministry of Health as
well as in the National Catalog of Open Data for use by civil society.

commitment will contribute.
It contributes to the transparency of health policy and provides access to
public information for all citizens.
Additional information
• It contributes to the achievement of Sustainable Development Goal 3 "Health and
Well-being".
• This commitment is also based on the powers vested in the Ministry of Public Health
by Law No. 9 202 (Organic Law of the Ministry of Public Health) and Law No.18 211
(Law creating the SNIS). Likewise, the data obtained from the reports sent by the
institutions are displayed, in accordance with the management agreements with the
National Health Board.
