Shaping the 2025 OGP Global Summit Agenda: A Collaborative Process

The 2025 Open Government Partnership (OGP) Global Summit in Spain will feature a dynamic agenda with more than 50 sessions, including breakouts, plenaries, and high-level roundtables, as well as a rich set of side events and networking opportunities. Together, these elements aim to ensure a diverse, inclusive, and action-oriented program. 

We are pleased to share a preview of the thematic breakout sessions, which we hope reflects today’s most pressing challenges and emerging priorities for the open government community. Explore the draft agenda here.

The design of the thematic breakout sessions is the result of a collaborative process led by the Summit Organizing Team and shaped by: 

  • Community consultation via the Consider.it platform, with over 675 participants from 96 countries, 300+ topics proposed, and nearly 500 votes on topics. This includes people representing national and local government, civil society, academia, and multilateral institutions. 
  • Co-Chair priorities, rooted in the themes of People, Institutions, and Technology and aligned with Spain’s National Action Plan
  • OGP’s strategic direction, including the Open Gov Challenge and emerging commitments. 
  • Feedback from the Summit Advisory Board* and the Spanish Organizing Committee** was collected through meetings and ongoing dialogue. 

Importantly, more than 450 community members expressed interest in playing an active role at the Summit — as speakers, session organizers, or side event hosts — showing the community’s strong commitment and energy

Over the coming months, the Summit Organizing Team*** will collaborate with breakout session organizers to finalize the content, formats, and speaker lineups for these sessions, as well as for the high-level plenaries and roundtables. 

We’ve also launched a Side Events Guide and Submission Form for anyone interested in hosting a side event around the Summit.

Agenda updates — including details on plenary sessions, high-level roundtables, and other program elements — will be published on the Summit website by mid-July. A more detailed report on the agenda design process will also be shared to provide insight into how the program was shaped in collaboration with the open government community.
