Romania End-of-Term Report 2014-2016

In early 2017, the Independent Reporting Mechanism (IRM) published the end of term report for Romania’s second action plan. The report covers the full action plan implementation period of July 2014 through June 2016 and includes some relevant developments up to November 2016.

In Romania, IRM researcher Claudiu D. Tufiș authored the report. The findings are summarized below:

“Romania has made important advances in opening data and increasing government transparency. Civil society organizations have been active partners in the OGP process, but many commitments remain partially completed without being carried over to the next action plan. Moving forward, the government could make further progress by prioritizing training for implementing officials and providing sufficient resources to complete commitments.”

And in Romanian:

“România a făcut progrese semnificative în deschiderea accesului la informații și în creșterea transparenței guvernamentale. Organizațiile din societatea civilă au fost partenere active în procesul OGP, dar multe angajamente rămân doar parțial completate, fără a fi transferate către următorul plan de acțiune. Continuând, guvernul ar putea face progrese prin prioritizarea programelor de formare pentru funcționarii care implementează aceste angajamente și prin asigurarea necesarului de resurse pentru îndeplinirea angajamentelor.”

The two-week public comment period closed on 20 March 2017.
