In Brazil, the IRM researcher Fabro Steibel’s findings are summarized below:

“Two commitments in Brazil’s 2016–2018 action plan resulted in outstanding changes in government practices. These led to a cultural shift in the openness of educational resources and data (CommitmentOGP commitments are promises for reform co-created by governments and civil society and submitted as part of an action plan. Contudo, de forma geral o plano tem limitado potencial transformador, e nível de implementação. No futuro, o governo e a sociedade civil devem buscar compromissos com maior ambição e melhorar a implementação.”
