Brazil End-of-Term Report 2016-2018 – For Public Comment

In 2019, the Independent Reporting Mechanism (IRM) published the end of term report for Brazil’s third action plan. The report covers the full action plan implementation period of June 2016 to July 2018.

In Brazil, the IRM researcher Fabro Steibel’s findings are summarized below:

“Two commitments in Brazil’s 2016–2018 action plan resulted in outstanding changes in government practices. These led to a cultural shift in the openness of educational resources and data (Commitment 6) and significantly increased civic participation in budgetary planning (Commitment 14). Overall, the action plan is limited in ambition and in implementation. Moving forward, government agencies and civil society stakeholders should consider designing result-oriented commitments with measurable activities, for effective implementation.”

And in Portuguese:

“Dois compromissos no plano de ação do Brasil para 2016-2018 resultaram em mudanças notáveis nas práticas do governo, o que levou na promoção de recursos educacionais abertos (Compromisso 6) e a participação cívica no planejamento orçamentário (Compromisso 14). Contudo, de forma geral o plano tem limitado potencial transformador, e nível de implementação. No futuro, o governo e a sociedade civil devem buscar compromissos com maior ambição e melhorar a implementação.”
