Finland Implementation Report 2017-2019 – For Public Comment

In 2020, the Independent Reporting Mechanism (IRM) published the Implementation Report for Finland’s third action plan (2017-2019). The report covers the level of completion and the results of the action plan.

In Finland, the IRM researcher Teemu Laulainen’s findings are summarized below:

“Finland improved implementation of commitments in the third action plan. Notable achievements include improving the accessibility of state procurement data and the development of open government principles for public sector reform, which could be replicated in other sectors. The commitment on expanding the access to information principle to cover public services produced by corporate entities was not completed, as its implementation required legislative changes.”

And in Finnish:

“Suomi paransi sitoumusten toimeenpanoa kolmannella toimintasuunnitelmakaudella. Huomionarvoisia saavutuksia ovat valtion hankintatietojen saatavuuden parantaminen sekä julkisen sektorin uudistamista varten kehitetyt avoimen hallinnon periaatteet, jotka voidaan toteuttaa myös muiden hallintouudistusten yhteydessä. Sitoumusta julkisuusperiaatteen laajentamisesta koskemaan yhtiömuodossa tuotettavia julkisia palveluita ei saatu valmiiksi, sillä sen toimeenpano edellyttäisi lainsäädännön muutoksia.”
