This commitment has been completed, since the itinerant justice and access to justice program “Caravans for Everyday Justice” was strengthened by launching a second Caravan in January 2022, which allows you to reach 2 municipalities simultaneously. Likewise, the number of participating agencies increased from 23 to 25. Similarly, the number of procedures and services was increased from 80 to 95, which translates into a greater number of Mexicans benefiting.

From its start-up to the evaluation date, the following results have been obtained:

• Number of Caravans: 162
• Number of municipalities visited: 109
• Number of beneficiaries: 169,099

1.2 Describe the main external or internal factors that impacted implementation of this commitment and how they were addressed (or not).

The Ministry of Justice and Human RightsAn essential part of open government includes protecting the sacred freedoms and rights of all citizens, including the most vulnerable groups, and holding those who violate human rights accountable. T..., as the institution responsible for the implementation of the commitment, had the financial, material, human, and technological resources that allowed it to fulfill the commitment. Regarding external factors, there was a satisfactory response, since it was well received by the citizens who benefited from the proximity of the agencies to their communities and the resolution of legal problems simultaneously.

As the commitment was raised, the itinerant justice and access to information program was strengthened. justice “Caravans for Everyday Justice”, in which, although it is true, there is a participation of the municipal and state levels of government, the participation of the federal government is not noticed.

The intervention of the municipal authorities and state agencies achieved the simplification of procedures and the exemption or reduction of costs of the procedures and services offered. Likewise, with the operation of a second Caravan as of January 26, 2022, priority was given to the presence, simultaneity, and return of the caravans to the communities, in order to verify the follow-up and completionImplementers must follow through on their commitments for them to achieve impact. There was constant communication with the Local Technical Secretariat and INFOEM. Likewise, on the page of the Caravans for Everyday Justice (https://caravanas.edomex.gob.mx/ ) the municipalities to visit, the dates, and the results of each visit are disclosed. Similarly, there are communication channels such as CATGEM, email, and social networks.

Its impact can be seen, first of all, due to the interest shown by the public in finding out about and concluding lagging legal procedures and services quickly, free of charge, and in one place. Likewise, due to the high participation of various government agencies and institutions to bring the procedures and services they provide closer to the communities. On the other hand, communication channels were created through various meetings and informative talks with the population to publicize the program as well as satisfaction surveys. In the same vein, through videos the same users report testimonials in a colloquial language, which increased the participation and interest of citizens.

As of August 21, 2020, the Caravans for Daily Justice provide legal advice through interviews with public servants on the television program Esfera Pública, with the following results:

• 16 hours of transmission
• Participation in 14 dependencies
• 17 transmission specialists

2.2 Did the commitment address the public policy problem that it intended to address as described in the action plan?

The objective of bringing procedures and services closer to remote and difficult-to-reach communities was met, reducing, simplifying, and/or purging unnecessary requirements to access justice. In addition, to have a multidisciplinary group committed, responsible, and trained to meet the needs and problems of citizens.

Given that there is an important result with a great impact on the citizenry, it would be worth considering the permanence of the “Caravans for Everyday Justice”. Carry out a second visit to the municipalities to monitor the results obtained in the long term.
It was identified that some of the procedures offered within the program are related to agricultural communities, for which reason it is considered important that federal authorities in this matter can adhere to the program.
