What is the public problem that the commitment will address?
Justice services aimed at victims of human trafficking are in a process of permanent strengthening. A correct and effective service towards the target population requires improving institutional articulation strategies and achieving open information systems. The existing institutional fragmentation coupled with the multiplicity of services involved and the territorial dimension of the country make it difficult to address this problem in an integral way and pose coordination and articulation challenges between different actors. The absence of an information system with official data on trafficking hinders, on the one hand, the realization of situational diagnosis for the formulation of public policies. On the other hand, it is a barrier for civil society organizations (CSOs) to influence the decisions taken by the State on this subject and to exercise citizen control.
What is the commitment?
The proposal is to guarantee access to public information on human trafficking so that it ensures an innovative and openness approach to the justice system. This commitment will be based on (1) the opening of statistical data, (2) the opening of information on the policies implemented in the processes of assistance and support for victims of human trafficking by the Ministry of Justice and Human Rights and (3) the development of areas of dialogue and articulation with civil society and other institutional actors that address this issue.
How will the commitment contribute to solving the public problem?
The publication of the databases of the National Program for the Rescue and Accompaniment of Victims Damnified by the Crime of Human Trafficking (PNR, program´s acronym in Spanish) and the information provided by the Federal Trafficking Council and the CSOs will allow to have key data for the realization of situational diagnoses and the formulation of public policies specially designed to address this problem. Likewise, it will be a fundamental tool for all civil society organizations, distributed throughout the national territory, since they will have consultation instruments and, in turn, may be active stakeholders for collaboration and information . The development of inter and intra institutional working and collaboration meetings will promote the articulation between the stakeholders responsible for trafficking policies and the civil society organizations involved in order to achieve a comprehensive approach to the problem.
Why is this commitment relevant to OGP values?
The commitment is mainly relevant to transparency as it will systematize and publish PNR information in open formats that is currently unavailable. Access to information on assistive devices and official statistical data on this problem will facilitate knowledge by civil society organizations to monitor the actions of the PNR and collaborate by providing new information.
