Description

El crecimiento de la población y su creciente densidad, ejerce presión en los suelos y servicios, y origina el aumento de asentamientos humanos en zonas propensas al riesgo. La inadecuada gestión de los recursos hídricos, de lossistemas de alcantarillado y de los residuos solidos, son muchas veces la causa de emergencias en materia de salud publica, inundaciones y deslizamientos. El declive de los ecosistemas debido a las actividades humanas como la construcción de obras públicas, la contaminación, la extracción insostenible de recursos ponen en peligro la capacidad de brindar servicios básicos en caso de inundaciones. A la vez, los efectos negativos del cambio climático aumentan o disminuyen las temperaturas extremas y la precipitación, dependiendo de las condiciones de cada región del país, lo que tiene repercusiones en la frecuencia, la intensidad y la ubicación de los desastres relacionados con el clima. Las crisis económicas, las crisis sanitarias, las amenazas a la seguridad, los peligros de las actividades industriales, los conflictos o disturbios sociales, las actividades de organizaciones criminales, las infraestructuras debilitadas y los estándares de construcción inseguros hacen vulnerable a la población. Reducir substancialmente las pérdidas humanas y medios de vida ocasionadas por los desastres, desarrollando comunidades resilientes, en donde las autoridades, los ciudadanos, la sociedad civil, academia, organizaciones de voluntarios y el sector privado, aúnen esfuerzos para promoviendo el uso de nuevas tecnologías de información. El compromiso implica que las autoridades locales junto con la población, con la asistencia técnica de COPECO y otras autoridades nacionales, identifiquen y evalúen las amenazas y monitoreen los riesgos de desastre en sus comunidades, mejorando a la vez el acceso a la información sobre dichos riesgos y amenazas. Igualmente el compromiso prevé la gestión de sistemas de alerta temprana, el uso del conocimiento, la innovación y la educación para incentivar una cultura de seguridad ciudadana y resiliencia en todos los niveles, reduciendo los factores básicos de riesgo a través de medidas de planificación territorial, ambiental, social y económica, y fortalecimiento de las organizaciones locales en la preparación para asegurar una respuesta eficaz en caso de desastre.
