Description
Gender perspective in Uruguay's policies on transparency and access to public information Commitment start and end date: September 2018 to June 2020. Institution or actor responsible for the implementation: the Unit for Access to Public Information (UAIP). New Commitment. Theme: Access to Public Information, Diversity-Gender Commitment description What is the commitment? To include the gender perspective into the system of the Right of Access to Public Information (DAIP), as well as into the production, availability and publication of public information related to the rights of women in Uruguay. To prepare, in conjunction with organizations and public bodies linked to the topic, a manual of good practices to include the gender perspective into the information of specific agencies, areas, policies, programs and plans that are relevant to women's rights. To provide training and disseminate the manual resulting from the exchange process and stress the importance of the right of access to public information for the enforcement of women's rights. What is the problem that the commitment will address? The production, availability and publication of relevant and quality public information to improve and combat inequalities and gaps that impact the exercise of women's right of access to public information and the lack of a gender perspective in transparency policies and access to public information in Uruguay. How will the commitment contribute to solving the problem? The right of access to public information, in itself and as a key to access other rights, is vital to improving the situation of women. In addition, it is essential to have relevant and quality information that it is related to the public policies adopted by the countries regarding the problems, gaps and inequalities that affect women in society. This commitment will contribute directly by specifying what areas and what policies and/or public agencies should produce and make transparent public information that enables and facilitates the exercise of women's rights. OGP value to which this commitment will contribute. The commitment is believed to work towards transparency based on the premise that it will incorporate the gender perspective into the system of Right of Access to Public Information (DAIP), the production, availability and publication of public information related to the rights of women in Uruguay, as well as citizen participation since the manual of good practices will be developed among all the actors involved. Additional Information The commitment is part of a pilot project resulting from what was agreed with the Working Group on Transparency and Gender of the Transparency and Access Network (RTA) (Exchange network between agencies and/or public entities that carry out oversight functions in Transparency and the Right of Access to Public Information in Latin America) that defined the diagnosis of DAIP and the rights of women in the region. This diagnosis would be further developed in the case of five countries: Colombia, Chile, El Salvador, Mexico, and Uruguay. The national reports will be taken as a basis for the present commitment, further elaborating on the condition of women regarding the exercise of the right of access to public information in order to draw up a set of good practices for the incorporation of the perspective of gender into policies on transparency and access to public information. It is linked to Goals No. 5 (Gender Equality), 10 (Reduced Inequalities), 16 (Peace, Justice and Solid Institutions). 11. Perspectiva de género en las políticas de transparencia y acceso a la información pública de Uruguay
Texto del compromiso como aparece en el plan de acción:
Incorporar la perspectiva de género al sistema de Derecho de Acceso a la Información Pública (DAIP), así como en la producción, disponibilidad y publicación de la información pública que se relaciona con los derechos de las mujeres en Uruguay. Elaborar en conjunto con organizaciones y organismos vinculados a la temática un manual de buenas prácticas para incorporar la perspectiva de género en la información de determinados organismos, áreas, políticas, programas y planes que son relevantes para los derechos de las mujeres. Capacitar y difundir el manual resultante del proceso de intercambio y en la importancia que posee el derecho de acceso a la información pública para la vigencia de los derechos de las mujeres.
Los hitos de este compromiso son:
- Elaborar las bases de un manual de buenas prácticas para la incorporación del enfoque de género aplicable a la producción, recolección, disponibilidad y publicación de información pública, especialmente dirigido a los organismos públicos que poseen información clave desde una perspectiva de género.
- Realizar un taller de consulta para presentación del borrador convocando a entidades públicas, privadas, sociedad civil, la academia, relacionadas con la temática.
- Elaborar documento final tomando en cuenta los aportes recogidos en la consulta realizada.
- Realizar al menos 2 actividades de capacitación y difusión del documento final de buenas prácticas.

Contexto y objetivos
Las mujeres no acceden a la información pública con la misma facilidad, proporción y frecuencia que los hombres, aseguran distintas fuentes consultadas [46]. El derecho de acceso a la información pública, como llave para acceder a otros derechos, es clave para disponer de información pertinente y de calidad relacionada a las políticas públicas que adoptan los países respecto a los problemas o desigualdades que afectan a las mujeres. El acceso a la información puede ayudar a las mujeres a tomar decisiones más efectivas sobre aspectos fundamentales en sus vidas tales como la educación, la salud y el trabajo y es también un mecanismo para disminuir las asimetrías que enfrentan las mujeres en el ejercicio del derecho de acceso efectivo a la información.
A través de este compromiso se aspira a generar en forma participativa un manual de buenas prácticas para la incorporación del enfoque de género aplicable a la producción, recolección, disponibilidad y publicación de información pública. El manual dará cuenta de qué áreas y qué políticas u organismos públicos deben producir y transparentar información para posibilitar y facilitar el ejercicio de los derechos de las mujeres.
El compromiso se inserta en el marco de un proyecto piloto acordado con el Grupo de Trabajo sobre Transparencia y Género de Red de Transparencia y Acceso a la Información Pública (RTA) [47] que definió realizar el diagnóstico del DAIP y los derechos de las mujeres en la región en cinco países: Colombia, Chile, El Salvador, México y Uruguay [48]. Los informes nacionales servirán de base para elaborar un conjunto de buenas prácticas de incorporación de la perspectiva de género en las políticas de transparencia y acceso a la información.
Las metas establecidas para este compromiso son los suficientemente específicas como para que su cumplimiento se pueda verificar objetivamente. En cuanto al impacto que puede tener su implementación, las investigadoras del IRM, consideran que, si bien darle una perspectiva de género al derecho de acceso a la información es clave para acceder a otros derechos, se considera que el manual de buenas prácticas propuesto como meta implicará un impacto menor en la política [49].
Siguientes pasos
Para que el documento de buenas prácticas tenga impacto en las políticas de acceso a la información, serán claves las instancias de difusión y capacitación en torno a su contenido. Se recomienda poner énfasis en estos aspectos durante la implementación, pero no se considera necesario darle continuidad en un próximo plan.
