Innovating Open Government across the Eastern Partnership

Ten organisations received funding through the Eastern Partnership Call for Proposals on “Civil Society Innovations for Open Government” to strengthen civic participation, improve transparency, and support the implementation of open government commitments across the region.

  1. Armenian Progressive Youth NGO (Armenia): Co-developing youth-inclusive sub-legislation for Armenia’s Youth Policy Law.
  2. NGO Center (Armenia): Supporting local open government action plan updates in Vanadzor.
  3. A.O. Centrul de Resurse “Căușeni HUB” (Moldova): Promoting youth civic engagement through a digital hub and participatory tools.
  4. Asociația Obștească ”Implicare Plus” (Moldova) Enhancing judicial transparency via a centralized platform for monitoring judges and prosecutors.
  5. AO Fondul pentru Inovare si Dezvoltarea Durabila (Moldova) Empowering women-led civic tech in Moldova and Armenia with AI tools and training.
  6. Agency for Regional Economic Development of Boykivshchyna (Ukraine): Strengthening civic engagement in seven municipalities via local action groups and digital tools.
  7. Better Regulation Delivery Office (Ukraine): Creating a dashboard to track open data compliance.
  8. Institute of Successful City (Ukraine): Producing multimedia tools to engage citizens in anti-corruption efforts.
  9. Center for Development and Democracy (Georgia): Promoting youth participation in local governance through civic education and tech platforms.
  10. Social Justice Center (Georgia): Increasing transparency of industrial resource allocation through research and public dialogue.

Additionally, five other grants were awarded under a separate Call for Applications to “Support Implementation of Reform Commitments” in the 2023–2025 Ukraine and Moldova OGP action plans:

  1. NGO “CHESNO Movement” (Ukraine): Co-developing an Open Parliament action plan to boost legislative openness.
  2. NGO New Energy (Ukraine): Advancing extractive sector transparency via improved EITI communications and data use.
  3. Institute for Development and Social Initiatives “Viitorul” (Moldova): Promoting open procurement and civic participation through training and engagement.
  4. CPR Moldova – Center for Policies and Reforms (Moldova): Creating accessible citizen budgets and encouraging local budget consultations.
  5. Civil Society Development Forum NGO (Ukraine): Expanding school participatory budgeting to build youth civic leadership.
