IRM Communications and Social Media Management Consultant

Terms of reference 

Background

The IRM is OGP’s accountability arm and the main means of tracking progress in participating countries. The IRM provides independent, evidence-based, and objective reporting to hold OGP members accountable and support their open government efforts. This is done through reports and timely recommendations during key moments in the action plan cycle. 

An important component of the IRM’s work is the dissemination and communications of its findings. This work is done at the country level through direct engagement with government and civil society stakeholders of the OGP process. The IRM also conducts regional, sub-regional and global activities like the IRM Week 2020 and 2021. For the upcoming IRM Week 2022, November 28 – December 2, IRM plans to improve the positioning, to prioritize reaching a wider audience, and increasing uptake of IRM findings. 

Objective

Support the IRM team with communications outreach on social media and planning and execution of the IRM Week, in coordination with OGP’s Communications team.

Scope and timeframe 

IRM is looking for a talented, motivated and organized individual to administer our social media activity and engagement in the lead up and during IRM Week 2022. The consultant will be responsible for developing a social media strategy and handling IRM’s social media presence by creating content, managing posts, and responding to followers. The consultant will ensure a high level of visibility of IRM content and engagement of diverse audiences. This will require collaborating across different regions/teams within OGP and juggling multiple tasks. 

Consultancy will commence in October 2022 and end on December 31, 2022.

Key tasks and responsibilities:

  • Develop communications strategy for disseminating and publicizing IRM Week 2022 products and events in close coordination with IRM and Communications teams
  • Support the implementation of the activities planned for IRM Week 2022
  • Suggest and implement new social media products and features of the IRM week, to offer innovative methods for audience engagement and uptake of IRM findings 
  • Administer the IRM twitter account and serve as point of contact for general IRM social media presence
  • Monitor and track social media trends relevant for IRM content
  • Generate, edit, publish, and share engaging content several times a week, as agreed in advance with IRM senior staff and OGP communications team and in alignment with the IRM Week 2022 dissemination strategy, including social media content, multimedia, infographics, and/or press releases
  • Monitor engagement and web traffic metrics and suggest measures to grow the IRM audience in the lead up and during IRM Week 2022
  • Develop and populate an editorial calendar for IRM product releases leading up to IRM Week 2022, through the end of the consultancy.
  • Support with editorial tasks in the production of IRM blogs and other communications material 
  • Collaborate and coordinate with OGP Communications team to ensure IRM brand consistency

Qualifications and skills: 

  • Proven experience in managing content and social media
  • Excellent copywriting and editing skills and an eye for detail
  • Knowledge of effective storytelling techniques
  • Ability to create and deliver creative content (text and visuals)
  • Solid knowledge of SEO and Google Analytics
  • Excellent communication and organizational skills
  • Strong organizational and multitasking skills, with the ability to prioritize and work across multiple projects and under pressure to meet deadlines
  • Knowledge of social media design tools and applications highly desirable
  • Experience of working with a think-tank or non-profit advocacy organization working on issues of transparency and accountability a plus 
  • Fluency in Spanish and/or French highly desirable
  • Degree in journalism, communications management or marketing 

Expected result

The consultancy will deliver three outputs:

  1. IRM Week social media strategy design, planning, and delivery
  2. Regular maintenance and administration of the IRM twitter account
  3. IRM social media editorial calendar
