The best thing was creating space for sharing and learning from other reformers from other cultures. This has given me confidence.
A principal focus of OGP’s first decade has been sharing ambitious reforms to inspire members. In its next decade, the Partnership is raising its game to also focus on reformers themselves. Open government requires bold individual and collective leadership that can forge alliances, mobilize people, and persist to deliver results against formidable odds. OGP launched a pilot leadership program in June 2021 to do just that.

The Open Government Leadership Collaborative (OGLC) pilot program sought to enhance the leadership capacity of reformers within the context of their work. As the program expands, it will aim to build a refreshed and ever-growing coalition of open government leaders spearheading transformative reforms and advancing the open government movement.
OGLC has been a thriving experience. This program came to fill a gap: we need support, inspiration, peer exchange.
The OGLC pilot included a pioneer cohort of 20 government leaders from around the world, working at both the national and local levels of government. To design a program curriculum that best met their needs, OGP and program partner Transformative Leadership for Excellence Institute (TLEX) – a global leadership development organization – conducted a series of diagnostic interviews and surveys to distill their diverse visions, successes, and challenges on the implementation of open government initiatives.
I learnt techniques for building trust with public and value proposition which I’m using for my work. Most unexpected and crucial part of the program – importance of leading self and learning tools for mindfulness, breathing and relaxation.
These reformers communicated that they were looking for support to build alliances with senior politicians, ministries, civil society, and citizens; space to share best practices with fellow reforms; and tools for managing oneself amidst the stress of work. In response, OGP and TLEX developed a three-tiered leadership framework to guide the program curriculum:

Based on this framework, the pioneer cohort participated in a six-month series of workshops. Activities included engaging across government ministries, building alliances with civil society, exploring types of communication, mapping stakeholders, and practicing mindfulness for building inner strength and leadership skills. Guest speakers hosted sessions on leading in a post-pandemic future and building trust with the public.
I have attended many other leadership programs and they always focus on reducing huge workload by prioritization, delegating – leaving things behind. Throughout these sessions, the pioneer cohort shared personal experiences with their peers, building a network of reformers who can support each other in the face of challenges in their work.
In the next few years, OGP will expand the OGLC and empower and connect open government reformers inside and outside government with practical tools and tactics to solve critical leadership challenges. The goal is to build an ever-growing network of committed leaders that can advance ambitious reforms and the open government movement.
Uno de los focos principales de la primera década de OGP ha sido compartir reformas ambiciosas para inspirar a sus miembros. En esta nueva década, la Alianza está evolucionando para enfocarse también en el equipo de personas reformadoras. El gobierno abierto requiere de liderazgos audaces, colectivos e individuales, que puedan formar alianzas, movilizar a las personas y persistir hasta generar resultados contra todo pronóstico. OGP lanzó un programa piloto de liderazgo en junio de 2021 para hacer precisamente eso.
La mejor parte fue crear un espacio para compartir y aprender de otras personas de otras culturas. Esto me ha dado confianza.
El programa piloto Colaborativo de Liderazgo de Gobierno Abierto (OGLC por sus siglas en inglés) buscó mejorar la capacidad de liderazgo de las personas reformadoras dentro del contexto de su trabajo. A medida que el programa se expanda, su objetivo será construir una coalición renovada y en constante crecimiento de líderes de gobierno abierto que encabecen reformas transformadoras y avancen en el movimiento de gobierno abierto.
Muy, muy agradecida. A medida que nos preparamos para el siguiente plan, este Colaborativo será muy útil para obtener resultados. La inversión en la propuesta de valor es la mejor inversión. Aprendí de TLEX que necesitas cuidarte a tí misma para poder cuidar a las demás personas.
El piloto de OGLC incluyó una cohorte pionera de 20 personas líderes de gobierno de distintas partes del mundo, trabajando en niveles nacionales y locales de gobierno. Para diseñar un currículum que cubriera sus necesidades, OGP y su socio en el programa Transformative Leadership for Excellence Institute (TLEX), una organización mundial de desarrollo de liderazgo, condujeron una serie de entrevistas y encuestas diagnósticas para destilar sus distintas visiones, éxitos y retos durante la implementación de iniciativas de gobierno abierto.
El OGLC ha sido una experiencia próspera. Este programa vino a llenar un vacío: necesitamos apoyo, inspiración e intercambio de pares.
Las y los reformadores comunicaron que estaban buscando apoyo para desarrollar alianzas con políticos de alto nivel, ministros, sociedad civil y ciudadanía, espacios para compartir mejores prácticas con sus pares, y herramientas para manejarse en medio del estrés del trabajo. En respuesta a estas solicitudes, OGP y TLEX desarrollaron un marco de liderazgo de tres niveles para guiar el curriculum del programa:
- Liderazgo de impacto: Mejor servicio a la ciudadanía
- Liderazgo en equipo: Generar alianzas
- Liderazgo personal: Claridad, resiliencia, nutrir el compromiso
Aprendí técnicas para construir confianza con el público y la propuesta de valor, la cual estoy usando para mi trabajo. Lo más inesperado y crucial del programa fue la importancia de liderarse a sí mismo y las herramientas la atención plena, respiración y relajación.
Con base en este marco, la cohorte pionera participó en una serie de talleres durante seis meses. Las actividades incluyeron la participación de los ministerios gubernamentales, la creación de alianzas con la sociedad civil, la exploración de tipos de comunicación, el mapeo de actores relevantes y la práctica de “la atención plena” para desarrollar la fuerza interior y las habilidades de liderazgo. Las personas invitadas organizaron sesiones sobre cómo liderar en un futuro post pandémico y generar confianza con el público.
Despúes de ser una practicante de gobierno abierto, ahora siento que tengo un título en gobierno abierto. Gracias por este honor y privilegio. El aspecto de liderarse a sí mismo fue la lección más importante para mi.
A lo largo de estas sesiones, la cohorte pionera compartió experiencias personales con sus pares con el fin de construir una red de reformadores que puedan apoyarse entre sí durante los retos en sus trabajos.
En los próximo años, OGP ampliará el OGLC y empoderará y conectará a las y los reformadores de gobierno abierto dentro y fuera del Gobierno con herramientas y tácticas prácticas para resolver retos críticos de liderazgo. El objetivo es construir una red cada vez mayor de líderes comprometidos que puedan promover reformas ambiciosas y al movimiento de gobierno abierto.
He participado en muchos otros programas de liderazgo y siempre se enfocan en reducir la carga de trabajo a través de la priorización y delegación – dejar cosas atrás. Esta es la primera vez que me han enseñado herramientas para mi misma – herramientas que me pueden ayudar a lograr más con más calam y más energía. Esto es de suma importancia y es vital para el trabajo de gobierno abierto.

Excelente propósito de la OGP.
El GA, está estableciendo en la sociedad un nuevo e innovador paradigma de Gestión Pública, puesto que sus estándares y protocolos convierten en realidad social y política,la Gobernanza y la Gobernabilidad democráticas, como estrategias innovadoras que generan mayor valor público a las tareas estatales y gubernamentales con la transparencia y participación ciudadanas, en todo el proceso de decisiones que mediante las políticas públicas deben asegurar el respeto por los derechos ciudadanos y la lucha contra la corrupción.
Compartimos la estrategia para la creación de una nueva cultura en la Gestión para profundizar la democracia real en la sociedad.
