Italy Design Report 2019-2021 – For Public Comment

In 2020, the Independent Reporting Mechanism (IRM) published the Design Report for Italy’s fourth action plan (2019-2021). The report covers the development of the action plan and the design of its commitments.

In Italy, the IRM researcher’s, Federica Genna, findings are summarized below:

“Italy’s fourth action plan includes commitments on relevant national challenges like beneficial ownership transparency and lobbying regulation. It also builds on previous commitments on open data, and introduces measures to enhance civic participation and a culture of open government. Commitments would benefit from more targeted objectives and thus fewer milestones. The co-creation process can continue to improve through early and ongoing dialogue between government and civil society.”

And in Italian:

“Il quarto piano d’azione italiano include impegni legati a sfide nazionali rilevanti come la trasparenza sui titolari effettivi e la regolamentazione delle attività di lobbying. Si basa su azioni precedenti portate avanti nel contesto OGP in materia di dati aperti e introduce misure per migliorare la partecipazione civica e la cultura del Governo Aperto. Le azioni proposte beneficerebbero di obiettivi più mirati e quindi di un minor numero di impegni specifici. Il processo di co-creazione del piano può continuare a migliorare grazie a un dialogo precoce e continuo tra governo e società civile.”
