Lithuania End-Term Report 2016-2018 – For Public Comment

In 2018, the Independent Reporting Mechanism (IRM) published the end of term report for Lithuania’s third action plan. The report covers the full action plan implementation period of May 2016 through August 2018.

In Lithuania, the IRM researcher Rugile Trumpyte’s report’s findings are summarized below:

Lithuania’s third action plan focused on the openness of the public sector, preventing corruption and promoting transparency, and improving civic participation. While the action plan addressed major open government issues in Lithuania, the commitments themselves were limited in scope and most saw low levels of completion. However, the Office of the Government did establish a multi-stakeholder forum during the second year of the action plan and, for the first time, created guidelines on how to improve public consultations in Lithuania.

Trečiajame Lietuvos veiksmų plane buvo siekiama viešojo sektoriaus atvirumo, akcentuojama korupcijos prevencija, antikorupcinės iniciatyvos ir gyventojų įtraukimas. Nors įsipareigojimai atliepė opiausius viešojo sektoriaus iššūkius, jų apimtis buvo pernelyg neapibrėžta. Institucijos įgyvendino tik vieną įsipareigojimą iš devynių. Visgi Vyriausybės kanceliarija antraisiais metais sukūrė pirmąjį partnerysčių tinklą bei paruošė gaires, kaip viešasis sektorius galėtų rengti viešąsias konsultacijas.
