In Lithuania, the IRM researcher Rugile Trumpyte’s report’s findings are summarized below:

Lithuania’s third action plan focused on the openness of the public sector, preventing corruption and promoting transparencyAccording to OGP’s Articles of Governance, transparency occurs when “government-held information (including on activities and decisions) is open, comprehensive, timely, freely available to the pub... Trečiajame Lietuvos veiksmų plane buvo siekiama viešojo sektoriaus atvirumo, akcentuojama korupcijos prevencija, antikorupcinės iniciatyvos ir gyventojų įtraukimas. Nors įsipareigojimai atliepė opiausius viešojo sektoriaus iššūkius, jų apimtis buvo pernelyg neapibrėžta. Institucijos įgyvendino tik vieną įsipareigojimą iš devynių. Visgi Vyriausybės kanceliarija antraisiais metais sukūrė pirmąjį partnerysčių tinklą bei paruošė gaires, kaip viešasis sektorius galėtų rengti viešąsias konsultacijas.
