The report covers the full action plan implementation period of August 2016 to June 2018.

In Romania, the IRM researcher Ioana Deleanu’s findings are summarized below:

“The implementation of Romania’s third action plan took place amid a volatile political environment and frequent government changes. Half of the commitments were stalled at the end of the action plan. Major achievements include simplification of the citizenship application process and improved publication of open dataBy opening up data and making it sharable and reusable, governments can enable informed debate, better decision making, and the development of innovative new services. And in Romanian:

“Al treilea Plan National de Actiune al României a fost implementat într-un cadru politic volatil marcat de numeroase schimbări guvernamentale. Jumătate din angajamente stagnau în implmentare la finalul planului de acțiune. Realizări deosebite includ simplificarea procesului de aplicare pentru cetățenia română și o mai bună publicare a datelor deschise pe portalul național de date deschise.”
