South Korea End of Term Report 2014-2016

In mid 2017, the Independent Reporting Mechanism (IRM) published the end of term report for South Korea’s second action plan. The report covers the full action plan implementation period of April 2014 to July 2016 and includes some relevant developments up to December 2016

Geoffrey Cain, an independent researcher, wrote this report. His findings are summarized below:

“South Korea has made progress increasing data disclosures and engaging citizens to design data policies. Civil society are still concerned over the lack of transparency in government data disclosures. Moving forward, the government could improve transparency by publishing transcripts and minutes from stakeholder consultation activities to show how citizen’s views are incorporated in policy planning.”

대한민국은 데이터 공개를 강화하고 시민의 데이터 정책 설계 참여를 위해 노력해왔습니다. 시민 사회는 여전히 정부의 데이터 공개 투명성 부족에 대해 우려하고 있습니다. 정부는 시민들의 의견이 정책 계획에 어떻게 반영되는지를 보여주기 위해 이해관계자 자문활동의 기록물 및 회의록을 공개하여 투명성을 향상시킬 수 있습니다.
