The Netherlands Midterm Review 2023-2027

The Netherlands substantially revised its fifth action plan, raising its ambition. It introduced seven new commitments, revised eight ongoing commitments, and removed nine commitments that were finished by the end of 2025. During the first two years of implementation, commitments enhanced government transparency by supporting implementation of the Open Government Act, open data, information management, and meaningful disclosure of information. The refresh process, led by the Talking About Information Coalition, introduced new thematic areas like open algorithms. It strengthened government and civil society collaboration and ownership of OGP commitments. More commitments now have modest or substantial potential for results (60%), compared to the original action plan (41%). Several of the new commitments are in exploratory phases, so their results will depend on the scalability of the efforts and government uptake.
