Open Regional Development Plan (Open PDR)
Problem
- The regional development plan (RDP) is the roadmap for the regional policies and projects of the regional council during its 6 years mandate. The Moroccan regional law stipulates that the RDP should be drafted and adopted using a participative approach and inclusion of citizens input and priority needs.
- Advisory bodies need to provide their opinion on the RDP before its adoption by the regional council.
- Since it's elections in September 2021, the regional council launched a series of consultations with all the stakeholders in the region including sub-regional elected councils, regional directorates of ministries, advisory bodies and civil society to identify priority needs.
Status quo
The consultations of the open Regional Development Program (RDP) in January 2022 gathered more than 400 NGOs, the RDP is being drawn up by the regional council, which is currently at 90%.
Advisory bodies, CSOs and citizens doesn't have the technical skills, resources and tools to follow up the implementation of the RDP.
Action
- The drafting of a Regional Development Plan (RDP) with the participation and input of Advisory Bodies, CSOs and citizens via public consultation; Meetings, Town Halls and the online portal of the regional council.
- Simplification and translation of the Open Development Plan to be understandable by every citizen using local language, videos/brochures/Graphics and sign language for PWD.
- Training Advisory Bodies, CSOs and citizens on Monitoring and evaluating tools to follow up the implementation of Regional Development Plan.
How will the commitment contribute to solving the public problem described above?
Simplification of the Regional development plan (RDP) and training for Advisory Bodies, CSOs and citizens on the participatory mechanisms (drafting consultative opinion, petitions...) will ensure that they will be able to exercise their right of participation in public affairs mainly through the drafting and monitoring of the RDP.
