Commitment Title
Validate, evaluate and develop a process to integrate the Municipal Art and Culture policy (constructed in a participatory manner) into the body of public policies of the Canton of Curridabat.
Problem
Budgets for the development of artistic and cultural programs and projects in Costa Rica have been seriously affected by cuts of many kinds. Among the most recent, those made as a consequence of the Covid-19 pandemic and the fiscal crisis at the central government level. However, the importance of art and culture for the integral human development of people has never been so clearly visualized worldwide as in these turbulent times.
The Municipality of Curridabat is a reference in terms of defending the right to access to culture. Thanks to its robust investment in the sharing of lessons and the development of open, accessible and free activities, the citizens of the four districts of the canton have found in the coexistence and mental well-being of art and culture, a safe place to enhance their skills, discover new ones and thereby protect their mental health and that of their loved ones.
So it was that in 2020, in the midst of a pandemic and with 100% municipal human resources, we began the wonderful process of deconstructing a public policy proposal proposal through active listening seeking to formalize a cantonal policy that consolidates art and culture as guarantors of the integral human development of the canton's inhabitants, promoting cultural rights, citizen participation, identity, diversity, inclusion, mental wellbeing and coexistence.
Status quo
The the Municipal Art and Culture Policy is at the last phase of review at the City Council.
Action
Since the citizen and sectorial participatory process has finished, the political body of the municipality must evaluate and later validate the Art and Culture Policy to integrate it into our set of public policies.
How will the commitment contribute to solving the public problem described above?
The Art and Culture Policy represents a milestone for the human development services, it represents the first fully participatory road map for such a service in Curridabat.
What long-term goal as identified in your Open Government Strategy does this commitment relate to?
Art and Culture have always been a tool for inclusion in Curridabat, mainly social inclusion tools, but the for the next years cognitive inclusion will most deserve attention, whether it is the young or elder population who has no access to art and cultural services, this commitment outcomes must open spaces for excluded communities in diverse cognitive conditions.
