Commitment Title

To develop a permanent dialogue mechanism for effective citizens’ access to the budget and other public related documents, including the audit process.

Problem

Citizens do not have sufficient information, and can thus not relate to projects and programs in the budget. This ultimately weakens demand for accountability in resource allocation. There is a need for improved citizens’ engagement and participation in budget preparation, approval, implementation, and monitoring processes.

Status quo

  1. Minimal citizens input in the Budget Process
  2. Absence of the Kaduna Budget Manual that accommodates the provisions of the Community Development Charter (CDC)
  3. Lump sum provision in some budget lines

Action

This commitment will ensure that citizens participate and make inputs into the budget process, by paying special attention to the Community Development Charter (CDC) starting from the Medium-Term Expenditure Framework (MTEF) and Sector Implementation Plans (SIP), the pre-budget statement, executive budget proposal, budget debate through public hearings in the legislature, implementation, monitoring, and reporting of the budget. It will also guarantee that budget planning, approval, implementation, monitoring and reporting meet the needs of citizens and that citizens have open access to budget information in a format that is both human and machine-readable.

How will the commitment contribute to solving the public problem described above?

  1. By making budget inputs and information available and accessible to all citizens promptly and in a usable format, this commitment will improve accountability on the part of the Government, provide openness and transparency in the budget process, and ensure that citizens are engaged throughout the budget cycle.
  2. Institutionalizing the CDC in the State budget manual will guarantee sustainability of civic participation.

Technology and Innovation for Transparency and Accountability This commitment is relevant to transparency because it enables citizens to influence budgetary provisions that meet their needs from the Community Development Charter up to the Budget. Furthermore, transparency in public funding through the citizens budget, citizens’ accountability report and publishing of audited reports will increase the level of confidence in government and stimulate wider engagement by citizens.
Public Accountability This commitment is relevant to public accountability because the mechanism will create channels to engage and hold government accountable on issues of withholding information and mismanagement of resources which will result in the investigation, sanctioning and redress of any proved cases.
Civic Participation This commitment is relevant to public participation and inclusion because the Community Development Charter and other platforms created to promote public participation in budget preparation and implementation will generally expand the space for public participation in governance.
