My neighborhood’s change agent

Problem

It is time that the people see their town-hall as a familiar entity and they start investing in it by taking part in the problem-solving system set up by them, run by them. Meanwhile, this opportunity will make them aware of the potential each one has to make a difference by taking part in the solution of the problems they face. They will understand more, they will be more responsible and more aware of the obstacles governments face.

Each problem could find a local solution, because the lawyer, the doctor, the teacher, the policeman, the nurse, the judge, the carpenter and every other profession can suggest a smart and innovative solution to a lot of local and neighborhood problem and teach others how to do it. Also, this arrangement will raise awareness among population to participate, to volunteer, or to take part in the governing of their own city.

Status quo

In this moment more than 90% of the problems are solved by the local government. Power delegation and habitant involvement is mainly performed due to sporadic incentives. Most of the problems get resolved after being public, rather than by a structured dialogue between the citizens and authorities.

The situation inside the neighborhoods does not have a direct connection with what the people want or how can the habitants be problem-solving actors.

Action

The best solutions come from the citizens, who can use in a structured and useful way their experience and professional skills in the everyday issues they face in their neighborhood. Citizens' participation with ideas in problem solving, participation in decision-making, people as agents of change, using their experience, knowledge, research on certain areas, problems of the day. "My neighborhood's change agent". Inside the official website of the MoT will be integrated the OGP window, where every citizen can find the window to suggest their proposal, according to different pillars, thematic proposed.  One person is an agent of change when he invests his knowledge in solving that problem and he is there to discuss it, to shape it and to implement it throughout the whole problem solving process. This commitment entails the new manner of open government allowing the citizens of every profession, experience and knowledge to get involved in the process of problem-solving and decision-making by becoming agents of change for their own city. The habitant gets informed from the posts in the platform Tirana.al, OGP Local, My neighborhood window. He sings up with his profile, in his neighborhood. The problem raises from the administrator of the each residence.  The proposals are being forwarded from the citizen, administrator, responsible department in the MoT.

 

How will the commitment contribute to solving the public problem described above?

The desired output we aim to achieve with this commitment are as below mentioned:

  • Smart and Innovative solutions for the city.

Open government in the local level engages the citizens as the key asset who fully participate in the improvement of the city governance. This commitment will contribute to the open government by making the citizen not only more informed for everyday solutions of the town-hall, but it will make that citizen invest his profession, his knowledge and his experience in the best interest of the neighborhood. The citizen in not only delivering the services from the local government, but he also acts as an agent of change

 

What long-term goal as identified in your Open Government Strategy does this commitment relate to?

  • Real time information, Real time information gives them the chance to take decisions, to adjust to the changes and to cope with others in finding a solution.

  • Citizen involvement, The involvement with time becomes more structured and more common as citizens take part in the solution of the situations that need to be dealt with. The city belongs to the people who live in, so these people will stand up and use their abilities and skills to bring lasting and permanent solutions.

  • Citizen as an agent of change, It is the citizen himself who does the change, with his attitude, with his involvement and with his participation in the daily life of the city and of the neighborhood.

  • Citizen as a problem-solving and decision-making habitant.
