Arrangement of The Regional Organization Affairs towards Accountable Governance that Serves.

Problem

In general, the administration of the regional government of West Sumbawa Regency is still facing conditions of low performance of regional apparatus, unbalanced workloads between regional apparatuses and even between fields within regional apparatus. Other conditions faced are unclear service systems and procedures and low innovation of regional officials in providing services to the community. This condition causes the low achievement of bureaucratic reform indicators as mandated in Presidential Regulation Number 81 of 2020 concerning the Grand Design of Bureaucratic Reform 2010 – 2025.

Status quo

  1. more than 75% of regional apparatuses do not understand performance planning
  2. The measurement of the performance of the regional apparatus has not been used as the basis for calculating the performance of the apparatus
  3. Public service innovation is still not optimal

Action

  1. Encouraging the realignment of the organizational structure of the regional apparatus towards the right organization with the right function and size (right sizing).
  2. Encouraging regional officials to develop services through service innovations

How will the commitment contribute to solving the public problem described above?

The performance of regional apparatus organizations is still felt to be low due to unclear performance planning, unclear service systems and procedures, causing low achievement of government administration performance. This commitment is proposed to encourage improvement in the performance of regional government administration through restructuring the organizational structure of regional apparatus, balancing the workload of regional apparatus and encouraging regional apparatus organizations to develop service innovations

  • This commitment is in line with the government's strategic vision of openness, where one of the main drivers of the creation of values of transparency, participation, innovation, accountability, and inclusion is the increased performance of regional apparatus organizations through increased accountability of performance and services of regional
  • This commitment supports the achievement of Mission 3 in the RPJMD of West Sumbawa Regency 2021-2026, namely "KSB GOOD in the administration of government and public services".
  • In addition, this commitment also supports the 16th SDGs goal, namely "Supporting peaceful and inclusive societies for sustainable development, providing access to justice for all and building effective, accountable and inclusive institutions at all levels", especially in target 16.6. “Developing effective, accountable, and and transparent at all levels”.
