Research on Impact and Effectiveness of Open Government

The OGP Trust Fund will provide financial support for cross-country knowledge sharing, learning, and research activities. The aim is to raise the collective ambition, knowledge, and delivery of open government reforms on priority policy areas for country-level reformers, with the goal of strengthening open government reforms through an increase in the number of knowledge products developed to accelerate the open government reform learning curve. Funding will support targeted, demand-driven research to address the need to assemble and analyze evidence regarding the actual impact of open government reforms, and to bridge the divide between normative positions and empirical findings. In sharing these knowledge products, country and local stakeholders will be able to find ideas and inspiration for developing ambitious OGP commitments, and will be able to strengthen their ability to implement them. Research activities must be consistent with the OGP research agenda, which aims to generate useful tools to directly support reformers in the field, while maintaining OGP’s commitment to credible, evidence-based policy. Selected proposals must, among other requirements, (i) demonstrate experience in conducting research on open government related themes; (ii) demonstrate practical and policy relevance to open government and the OGP Action Plan process; and (iii) have a clear theory of change. A complete selection criteria will be shared upon the launch of the Call for Proposals for this program.

Amount and Duration

The Trust Fund will support activities for a total of US$150,000 over one year.

The Trust Fund plans to open a Call for Proposals to support Research on Impact and Effectiveness of Open Government in July 2018.
