Brazil End-of-Term Report 2013-2016

In 2017, the Independent Reporting Mechanism (IRM) published the End of Term report for Brazil’s second action plan. The report covers the implementation of the action plan through June 2016.

Findings from the IRM researcher for Brazil, Fabro Steibel, are summarized below:

“Brazil’s second action plan led to major improvements in land transparency, online tools for social participation, corporate transparency, and public consumer data. Nonetheless, the majority of commitments made limited contributions to open government. Although many civil society organizations lost confidence in the OGP process during the second plan, the formation of a civil society working group presents an opportunity for the government and civil society to collaborate on implementation of the country’s third action plan.”

And in Portuguese:

“O 2o Plano mostrou avanços nas áreas de transparência fundiária, ferramentas online de participação social, transparência corporativa e defesa do consumidor. Contudo, a maioria dos compromissos pouco inovou no status de governo aberto no país. O 2o Plano foi marcado por um baixa confiança da sociedade civil nas ações desenvolvidas na construção e implementação do plano. Um fator positivo contudo foi a constituição do Grupo de Trabalho da Sociedade Civil, ao final do 2o Plano, que representou uma janela de oportunidade para ações de co-criação de compromissos para o 3o Plano.”
