Tbilisi Final IRM Review 2017 – For Public Comment

In 2018, the Independent Reporting Mechanism (IRM) published its assessment report for Tbilisi’s first action plan, prepared by the independent researcher, Dea Tsartsidze. It covers the full action plan implementation period of January 2017 through December 2017.

The IRM findings are summarized as follows:

Tbilisi’s action plan was a result of a consultative process and contained commitments focused on creating participatory tools for citizen engagement in the governance of the city. Four out of five commitments saw limited completion while the e-petitions portal was successfully launched and has created a major opening for civic participation. Moving forward, the City Hall should ensure continuity and transfer of institutional memory on OGP.
