What is the commitment? To design and implement the Observatory on Gender-Based
Violence (VBG) against women (Gender-Based Violence Against
Women Act, Law No. 19 580).

By generating reliable, centralized, timely, standardized,
disaggregated, accessible and comprehensible information for the
population in general, decision makers, the academia, media and
the organized civil society.

The creation of the Observatory will enable to proactively publish
information that gives account of the activities, the use of public
resources and results achieved based on principles of relevance,
enforceability, accessibility, timeliness, veracity, comprehensibility,
simplicity and maximum disclosure. It will allow reporting on the
management of public resources and the results obtained, enabling
enforceability on the part of citizens. It is a fundamental tool for the
design, implementation, evaluation and monitoring of this public
policy. This commitment is undertaken within a participatory
environment composed of government and civil society actors
organized in accordance with the provisions of Law No. 19 580. It
will involve joint decision-making during the stages of its design,
implementation, evaluation and monitoring. With the launch of the
Observatory, we seek to have relevant, reliable, updatable and
available data that allows us to follow up and monitor the
implementation of this public policy in order to enable informed and
evidence-based citizen participation.

4. Observatorio sobre violencia basada en género hacia las mujeres
Texto del compromiso como aparece en el plan de acción:
Diseñar e implementar el Observatorio sobre violencia basada en género (VBG) hacia las mujeres. (Ley N°19.580 Ley de violencia hacia las mujeres basada en género).
Los hitos de este compromiso son:
- Diseñar e implementar el Observatorio sobre Violencia Basada en Género hacia las Mujeres.
- Diseñar, implementar y publicar la Segunda Edición de la Encuesta Nacional de Prevalencia Sobre Violencia Basada en Género y Generaciones.
- Estandarizar indicadores y registros administrativos, a través de la creación de instrumentos de medición en común a las instituciones que, intervienen en situaciones de Violencia Basada en Género.
- Elaborar un documento para unificar criterios, categorizar, medir y publicar datos sobre Femicidios, (a partir del trabajo elaborado por el Ministerio del Interior y el Instituto Nacional de las Mujeres - MIDES), teniendo en cuenta la normativa nacional, los Protocolos y las Convenciones Internacionales.

Contexto y objetivos
El 22 de diciembre de 2017 se promulgó la Ley de violencia hacia las mujeres basada en género [21], ley N° 19.580. En su artículo 18, esta ley establece la creación del Observatorio sobre Violencia Basada en Género hacia las Mujeres “destinado al monitoreo, recolección, producción, registro y sistematización permanente de datos e información sobre la violencia hacia las mujeres”. La ley también establece que el Observatorio estará a cargo de una comisión interinstitucional conformada por organismos públicos y organizaciones de la sociedad civil: la Oficina de Planeamiento y Presupuesto (OPP), que la presidirá, el Ministerio del Interior, el Instituto Nacional de las Mujeres y la Red Uruguaya contra la Violencia Domestica y Sexual.
A pesar de que la prevalencia de la violencia hacia las mujeres basada en género en Uruguay es muy alta [22], persiste la fragmentación de la información y la falta de criterios unificados para la medición de este flagelo. La creación del Observatorio implica poner a disposición datos relevantes, confiables y actualizables que permitan realizar el seguimiento, monitoreo de la implementación de la política pública y habilitar la participación ciudadana informada y fundada a partir de la evidencia. Entre las actividades previstas en el marco del Observatorio, se realizará la Segunda Encuesta Nacional de Prevalencia Sobre Violencia Basada en Género y Generaciones, se estandarizarán los indicadores y registros y se elaborará un documento para unificar criterios sobre la categorización, medición y publicación de datos sobre femicidios.
Este compromiso se asume dentro de un ámbito participativo integrado por actores del Gobierno y de la sociedad civil, de acuerdo a lo que establece la ley, e implicará la toma de decisiones conjunta durante las etapas de diseño, implementación, evaluación y monitoreo de este compromiso, por lo cual es relevante a la participación ciudadana.
La vocera de la Red Uruguaya contra la Violencia Doméstica y Sexual (RUVDS) consultada por las investigadoras del IRM [23], destacó la importancia de este Observatorio, ya que actualmente existe una gran dispersión de datos. “Si bien hoy el Ministerio de Salud Pública, el Instituto Nacional de las Mujeres (INMUJERES) y el Ministerio del Interior cuentan con datos relativos a la violencia basada en género, este Observatorio puede aglomerarlos y además crear un sistema de indicadores de violencia hacia las mujeres, que permita un panorama claro y de datos sólidos, tal como tienen otros países en distintas partes del mundo”, afirmó.
La experta subrayó la necesidad de contar con un sistema de fácil acceso para cualquier persona, así como la homogenización de conceptos como el de femicidio, que no siempre es bien entendido. También indicó que este compromiso, si se implementa de forma adecuada, tendrá un impacto transformador.
Las actividades que incluye el compromiso son lo suficientemente específicas como para que su cumplimiento se pueda verificar objetivamente. De acuerdo con lo manifestado por la persona referente de la sociedad civil y del análisis de la problemática actual -que refleja dispersión, fragmentación y falta de estandarización de los datos sobre la violencia basada en género-, las investigadoras del IRM consideran que la implementación de este compromiso es un avance con un impacto potencial moderado.
Siguientes pasos
El compromiso atiende una demanda de información sobre una problemática social prioritaria en el contexto actual. Una vez que el Observatorio esté en marcha y se hayan generado criterios estandarizados de publicación de información, es recomendable generar consultas o recoger retroalimentación de parte de usuarios y potenciales usuarios sobre la información disponible en el Observatorio. Esta medida servirá para conocer en profundidad las necesidades de los usuarios para así generar conjuntos de datos adecuados, incluir nuevos conjuntos y evaluar las visualizaciones, teniendo en mente el fin último de que la información sea accesible para cualquier persona sin conocimientos técnicos del tema y que se pueda usar para dar seguimiento a las políticas públicas implementadas en la materia.
