Albania End-of-Term Report 2014-2016

The report covers the full action plan implementation period of June 2014 through June 2016.

In Albania, the IRM researcher Gjergji Vurmo’s report’s findings are summarized below:

“Albania has made progress implementing commitments in the fight against corruption. The government launched the portal for reporting corruption, and the Parliament passed the Whistleblower Protection Law. At the end of the action plan, a number of commitments remained limited in completionImplementers must follow through on their commitments for them to achieve impact. For each commitment, OGP’s Independent Reporting Mechanism (IRM) evaluates the degree to which the activities outlin... More, and some improvements led to a marginal increase in access to information. To improve Albania’s performance in OGP, government and civil society can take advantage of the multi-stakeholder forumRegular dialogue between government and civil society is a core element of OGP participation. It builds trust, promotes joint problem-solving, and empowers civil society to influence the design, imple..., established in March 2016, to monitor progress of commitments.”

“Shqipëria ka bërë progres në zbatimin e angazhimeve që kanë të bëjnë me luftën kundër korrupsionit. Qeveria krijoi portalin për denoncimin e korrupsionit, ndërsa Kuvendi miratoi Ligjin “Për sinjalizimin dhe mbrojtjen e sinjalizuesve”. Në fund të planit të veprimit, përfundimi i zbatimit të disa angazhimeve ka mbetur i kufizuar, ndërkohë që disa përmirësime kanë rezultuar në rritje të lehtë të aksesit në informacion. Për të përmirësuar performancën e Shqipërisë në PQH, qeveria dhe shoqëria civile mund të shfrytëzojnë forumin shumëpalësh të ngritur në muajin mars 2016 për të monitoruar ecurinë e zbatimit të angazhimeve.”
