Slovakia Implementation Report 2017-2019 – For Public Comment

In 2020, the Independent Reporting Mechanism (IRM) published the Implementation Report for Slovakia’s third action plan (2017-2019). The report covers the level of completion and the results of the action plan.

In Slovakia, the IRM researcher Mária Žuffová’s findings are summarized below:

“Slovakia’s third action plan included commitments on open data, open education and research, participatory policymaking, and transparency measures in the justice sector. While the action plan saw high levels of completion, most of the commitments resulted in minor technical advancements. However, major improvements were seen in judicial transparency, and awareness of whistleblower protection legislation, among other areas.”

And in Slovak:

“Tretí akčný plán Slovenska zahŕňal záväzky týkajúce sa otvorených dát, otvoreného vzdelávania a výskumu, participatívnej tvorby verejných politík a opatrení zvyšujúcich transparentnosť v súdnictve. Hoci celková miera dokončenia záväzkov bola pomerne vysoká, väčšina záväzkov viedla k menším zlepšeniam technického rázu. V oblasti transparentnosti v súdnictve či zvyšovania povedomia o zákone o ochrane oznamovateľov došlo k výrazným pozitívnym zmenám.”

The version of the report for public comment is available in English and in Slovak below. The two-week public comment period closed 2 April 2020.
