Carina supports the public sectors and civil society in Norway, Sweden, Denmark, Finland, Estonia, Latvia, and Lithuania in their open government efforts. Additionally, she coordinates the subregional Nordic+ caucus. She joined OGP in 2022 before which she headed the Estonian chapter of Transparency International where she focused on open data, lobby transparency, whistleblower protection, and youth integrity through participatory budgeting in schools. Carina is a true believer in data-driven decision-making and inclusive democratic processes.
Carina has previously worked with the international development consultancy Concord Consulting in Denmark and contributed to the Estonian MFA activities during the UN Human Rights Council. Her background is in Government & Politics (University of Tartu) and Global Development (University of Copenhagen). Carina is an avid traveller and enjoys motorcycling as well as birding.
Carina is based in Brussels.
