The Independent Monitoring Body consists of LRP2m Cordova University, Deaguru Institute, and Civil Studies Circle Institute. The three multi-sectors have been ratified through a decree from the West Sumbawa Regent in implementing Local Open Government Partnership (OGP) in West Sumbawa Regency with their respective duties and functions.

According to the Regent of West Sumbawa, Ko Kreasi CSO, IMB, and the IMB team will work together to plan, implement and supervise regional government programs in West Sumbawa Regency. The Mutual Cooperation Empowerment Regional Program has become a legal umbrella in the implementation of regional programs in the West Sumbawa Regency.

The West Sumbawa Regency Local Open Government Partnership (OGP) co-creation forum consists of various stakeholders. Both from government elements and non-government elements. From the Government, a local OGP team has been formed by involving Regional Apparatus Organizations in accordance with the commitments and action plans that have been determined. The team included: Regional Leaders of the Regent and Deputy Regent of West Sumbawa, the Regional Secretary of West Sumbawa Regency involving several regional apparatus organizations including the Regional Research and Innovation Agency (BRIDA), Legal and government expert staff, Government and People’s Welfare Assistants, Planning Agency and Regional Development (BAPPEDA), Community and Village Empowerment Service (DPMD), Communication and Information Service (DISKOMINFO), Social Service (DINSOS), Regional Inspectorate, Health Service (DINKES), Education and Culture Office (DIKBUD), Agriculture Service, Department of Fisheries, and Office of Cooperatives, industry and trade.

The Regent of West Sumbawa hopes that multi-stakeholder involvement in the implementation of OGP is the essence of the Spirit of Gotong Royong which is the jargon of West Sumbawa district.

The Head of the West Sumbawa Research and Innovation agency, Agus S.Pd explained that meetings related to OGP were held in coordination meetings, clinical meetings, and meetings with Aen Gotong Royong. These meetings and gatherings were held to find out developments and obstacles in the implementation of OGP.

The preparation of the Action Plan from the West Sumbawa Local OGP is a formula that has been outlined jointly by both the West Sumbawa Local OGP Team and the OGP CSOs. The action plan has been determined and ratified jointly as a joint commitment to the success of the programs that will be carried out jointly.
Action Plan Non-government stakeholders approve the final draft of the action plan. The draft action plan that has been prepared by the drafting team is stored on a cloud-based storage network, making it easier for the civil society groups involved to review the substance of the draft action plan.
In addition, the regional government of West Sumbawa facilitated a forum involving non-governmental stakeholders (CSOs, researchers, and academics) to provide feedback on the final draft of the action plan before it was submitted by the Regent of West Sumbawa.

A website that specifically publishes OGP is not available, however, a series of OGP activities are always published on the West Sumbawa district government website which can be accessed via the http://www.sumbawabaratkab.go.id page. In addition to publishing OGP activities through the official Regional Government website, the West Sumbawa Local OGP Team also collaborates with several West Sumbawa local media as mouthpieces for information to promote Local OGP to the West Sumbawa Community.

West Sumbawa’s official website is an internal information channel that distributes local government programs related to OGP that have been implemented in West Sumbawa Regency.

The local government always provides information exposure at each co-creation forum to the stakeholders who attend, especially in encouraging the integration of action plans with regional strategic programs. The yasinan forum can be accessed through the HS Podcast Youtube channel, Arki Radio. Related to internal program consolidation activities. BRIDA has created the West Sumbawa Local OGP WhatsApp Group as an information channel.

The Regional Research and Innovation Agency (BRIDA) of West Sumbawa district as a technical team that is the coordinator of OGP in West Sumbawa always facilitates multi-stakeholders to be able to participate in conveying information and input to be able to improve the progress made by the government in OGP.

Through the Yasinan Forum (Equal Service Forum, Inclusive Andalan) which is held every Friday night at the Residence of the West Sumbawa Regent, the community has provided information related to the implementation of the West Sumbawa Local OGP Action Plan so that the community can actively participate.
The Yasinan forum is interpreted as a channel for discussion and face-to-face to convey aspirations between the government and residents in terms of service, empowerment, and regional development. As a form of community participation, residents are given the right to be able to express their opinions and find out more about the local OGP implementation in West Sumbawa. The regional government gives authority to the community regarding input and suggestions for the West Sumbawa Local OGP action plan. This can be seen from some of the input and comments provided by BRIDA on the West Sumbawa BRIDA Facebook account. And several inputs via WhatsApp were accommodated by the local government for the successful implementation of Local OGP in West Sumbawa.

In the Yasinan forum, the community can convey their aspirations regarding the needs that are being felt by the community. These complaints will be responded directly by the government. Directed to related organizations to be of common concern and can be executed.

The regional government of West Sumbawa proactively reports and provides feedback through the Yasinan forum which is broadcast live through local media collaboration (HS Podcast Youtube channel and Arki FM Radio). Regarding strategic matters, information will be discussed through the WhatsApp group. If there are improvements that are needed regarding data collection and implementation of action plans involving several regional apparatus organizations, a consolidation meeting will be held at the West Sumbawa Local OGP secretariat.

Besides conveying through its official account, the West Sumbawa Local OGP activities were also informed through West Sumbawa local media in the form of radio, podcasts, live broadcasts, and print media. This is done so that information related to OGP can be read and understood by the public.

Discussions at the local OGP level between the team and CSOs were carried out in several consolidation meetings and clinical meetings. The involvement of all parties will give a different color both in the action plan and in the implementation of the activities that are being carried out. The local OGP team involving elements of the community and universities is a representation of the openness of the government to involve all parties so that they can plan together, implement together, and evaluate together in accordance with the regional spirit, namely mutual cooperation. The Yasinan forum presented several elements of society consisting of several ethnicities: Sasak, Bima, Java, Sulawesi, Kalimantan, NTT. The same goes for disability groups to be able to convey their aspirations at the Yasinan Forum night.

Local OGP Team, CSOs, and IMB are certainly filled by multi-stakeholders so that they can provide color in development. The Yasinan Forum (Equivalent Service, Mainstay Inclusion) is a forum for evaluating the planning, implementation, supervision, evaluation, and control of policies, programs, and activities organized by the Regional Government in the Regional Mutual Cooperation Program. Apart from being a basis for improving government administration, this forum is also a reference for agencies in making decisions, preparing programs, and strengthening policies, so it needs to be strengthened and developed. Since it was implemented in 2016, the Yasinan Forum has become the most effective People’s Aspirations and Complaints Service Forum, becoming the main reference channel for the public in submitting complaints and grievances against development implementation practices held by local governments. Until 2021, there have been more than 2,500 complaints received and followed up quickly and precisely so that the Yasinan forum has become (1) a reliable complaint forum because it is guaranteed that every complaint will be followed up on (2) on an equal basis because in this forum there are no more “social status” restrictions between officials and the people, all of whom are in an “equal” position (3) are inclusive because all participants present are given the same chance and opportunities to channel their aspirations.
The presence of the Yasinan Forum, as an alternative or new model of complaints developed by West Sumbawa, can be one of the new innovations in order to improve public services. If of course it is supported by improvements to the complaint system such as IT-based complaint data and information.

This commitment is relevant to the values of government openness, namely transparency, and accountability. With a quick response, the level of public trust in the Yasinan Forum will increase. This increase in public trust will increase community participation in development. On the other hand, the number of complaints will decrease due to the improvement in service performance from the organizers. Thus the Yasinan Forum as a channel to increase transparency in every process of public service delivery will continue to be maintained. This will encourage the implementation of public services that are more transparent and accountable.

On the other hand, the number of complaints will decrease due to the improvement in service performance from the organizers. Thus the Yasinan Forum as a channel to increase transparency in every process of public service delivery will continue to be maintained. This will encourage the implementation of public services that are more transparent and accountable.

The implementation of the Yasinan Forum both at the District level or which is planned to be implemented at District level as well as the plan to merge the Yasinan Forum into the SP4NLAPOR application of the Ministry of Home Affairs as a forum for online community complaints are efforts by the West Sumbawa Regency Government to make the Yasinan Forum a medium for mass and massive discussion between the Government Area with the community.

The implementation of the Yasinan Forum since 2016 has had a good impact on information disclosure, conveying aspirations, and providing services from the government to the community. However, the Yasinan forum must be given innovation in its implementation. In the case of aspirations conveyed directly, complaints that have been fulfilled or those that have not been fulfilled must be displayed. So that what has been conveyed by the community in the forum can be seen from the track record and monitored jointly. The Yasinan forum must be redeveloped in the form of an IT-based digital web. Information and issues will be recorded automatically and the public will know whether their complaints and aspirations have been implemented or not.

The establishment of the West Sumbawa Regency Regional Research and Innovation Agency in 2022 is a real effort by the Regional Government to oversee the implementation of the Open Government Partnership Local with the Regional Research and Innovation Agency as the coordinator tasked with aligning the work of the Regional Apparatuses supporting each commitment and civil society organizations that play a role as well as academics and community leaders. The Regional Research and Innovation Agency performs the function of coordinating and consolidating the stages of each commitment, relevant to the values of the Open Government Partnership in terms of involving all policyholders in the regions including the involvement of civil society as part of implementing the stages of the action plan.

One of the stages that can illustrate this commitment is the holding of a Public Service Innovation Contest which in 2021 will be carried out by the Regional Development Planning Agency and then forwarded by the Regional Research and Innovation Agency in 2022 is an effort by the West Sumbawa Regency Government to realize more innovative public services and prima so that it is aligned with the values of Open Government Partnership Local.

3. Commitment :

Strengthening the Protection and Empowerment of People with PMKS and Other Vulnerable Groups Based on Gotong Royong.

3.1 Is the commitment verifiable?

Indicators of poverty and poor people and their existence, it is important for all parties to know. To facilitate policy interventions, programs/activities, as well as ensure that residents who claim to be poor. With the declaration of the poor, they are invited to be honest and open, and accountable to all parties for data and information regarding their whereabouts. In an open way (declaring themselves as poor citizens), members of the community can monitor and ensure that citizens who declare themselves as poor citizens. At the same time, avoiding the occurrence of manipulative or duplicate data that often occur so far. This declaration is also an effort to ensure data on the success of development both obtained by local governments and those sourced from BPS.

Overall, each stage in this commitment is equally strong in describing the hopes of the District Government to provide protection and seek empowerment for Persons with Social Welfare Problems which is carried out in mutual cooperation between the Government of West Sumbawa Regency in this case the Social Service as the provider of this commitment with civil society.

One of the stages in this commitment that can clearly describe the values of Open Government Partnership Local is the assistance program for the Protection and Assistance of the Poor Program which involves the collaboration of the Social Service with the Office of Education and Culture and the participation of civil society in this case, namely Gotong Royong Agents.
The form of activity is in the form of providing assistance to poor students through the Smart Pariri Program at the Basic Education Level.

3.5 Are there any recommended changes to the design of the commitment to help improve its implementation?

The poverty alleviation program is an issue that cannot be museumized. In any area, the issue of poverty has always been a frightening specter for policymakers. The main problem in poverty alleviation is the distortion of data issued by several stakeholders, which creates different perceptions and indicators of poverty. West Sumbawa Regency has established the FM 332 program as a poverty database that needs to be monitored on a time series basis and provide assistance to residents who are considered poor. FMM 33 has explicitly declared that as many as 3.32 West Sumbawa residents declared themselves as poor citizens who were witnessed by the public whose data was taken at the village level. However, the FM 332 data is sectoral in nature even though it was intervened by the sacred programs of the West Sumbawa Regional Leadership. Of course, this data will contradict the DTKS data issued by the Ministry of Social Affairs and other stakeholders. PMKS management is a joint work to be able to solve joint problems with the same object so it is hoped that there will be innovations that can reduce the poverty rate in West Sumbawa.

4. Commitment:

Realizing a Participatory, Quality, Accessible, and Beneficial One Data KSB for All Parties (Inclusive)

4.1 Is the commitment verifiable?

Development planning, implementation, monitoring, and evaluation are determined by the availability of fast, up-to-date, and accurate data. At present, the availability of data is not complete and accurate (partial), there is still duplication and inconsistency of data on conditions that have an impact on policies, programs, and activities that have the potential to give birth to inefficiencies, ineffectiveness, and non-synergic development, policy interventions, strategies and program activities between OPDs, are not well targeted and can give birth to “confusion” of the parties. In fact, there is potential for data conflict, as in the case of social assistance. Presidential Regulation (Perpres) No. 39 of 2019 concerning Indonesia’s One Data is expected to produce an accurate and integrated Indonesian One Data. In order to support this policy, the KSB Government took the initiative to develop a One Data KSB based on mutual cooperation. Namely, the One Data program through the involvement of mutual cooperation agents. Gotong royong agents are tasked with assisting local governments in collecting data and developing data in each sector, region/level, starting from the lowest level (RT and Peliuk), Village/Kelurahan, District, to Regency with data indicators determined jointly between SKPD with society. However, this activity has not been able to run effectively, various obstacles and challenges have been faced, including (1) there is no OPD in charge of the One Data KSB specifically and there is an agreement on data indicators (one indicator) between SKPD (2) there is no technical guideline for the implementation of KSB One Data. (3) no data forum has been formed, at the village/kelurahan, sub-district, and district levels (4) there are still sectoral egos, weak coordination and synergy between SKPDs, and several other problems. Currently, accurate data is urgently needed to ensure and guarantee that policies, development programs, and public services are on target, effective, and efficient, as well as the fulfillment of targets and quality of the main goals of regional development. KSB One Data by working together is expected to be able to present accurate data, as well as accommodate data indicators based on local wisdom. So KSB One Data does not only support One Data Indonesia but also provides certainty regarding the achievement of development programs at the regional and village levels.

One of the stages in this commitment that can represent the intention of the West Sumbawa Regency Government is to form a One Data Forum at the Village/Kelurahan, District, and Regency Levels by involving Gotong Royong Agents as a slice of Commitment 1 and Commitment 2. So that it can be said that all Commitments in The Open Government Partnership Local Action Plan for West Sumbawa Regency are synergizing and collaborating with each other to contain the values of the Open Government Partnership, namely transparency, accountability, participation, and innovation.

4.5 Are there any recommended changes to the design of the commitment to help improve its implementation?

In realizing the one-data KSB, cross-sectoral support is certainly needed. KSB One Data is expected to become a storefront for West Sumbawa with accurate, fast, and accountable data presentation. Data availability, both macro data released by the West Sumbawa Regency Central Bureau of Statistics and sector data available in each OPD. The macro and sectoral data will provide convenience for the community and regional government in intervening in data-based regional programs. This will make it easier for the government to make policies.

5. Commitment :

Realizing Gotong Royong Posyandu as a Center for Service, Empowerment, and Development at the Community Level.

5.1 Is the commitment verifiable?

So far, the space for community involvement in the development process has been more open in the planning process starting from the village to the national level, for example through the Development Planning Meeting (Musrenbang). Unfortunately, community involvement often only stops at that stage. The public has not been much involved in the process of program implementation, monitoring, and evaluation. Communities as beneficiaries of government programs should be directly involved to assess whether the program is useful, needs to be continued, reviewed, or must be stopped and replaced with a more appropriate program. This public assessment is not solely to ensure that development program activities have been carried out but is also a mechanism for assessing the impact of these programs as well as providing feedback to increase the efficiency and effectiveness of the use of public budgets. Community-Based Development Program Evaluation Mechanisms allow direct community involvement in assessing the impact and benefits of a development program. This is possible because the Community-Based Development Program Evaluation is carried out using the concept of community involvement in an open process between the community and the government. In the Evaluation of Community-Based Development Programs, there are structured discussions with policymakers, communities, and experts who can produce assessments and recommendations regarding programs that are already running.

Participation and involvement of the public in evaluating government programs will increase government accountability in carrying out development programs. This activity involves intervention program activities of Regional Officials not only from the health aspect but also covers other aspects such as economy, education, socio-culture, and others. With simultaneous and gradual coordination and consolidation according to the type of activity program.

Some of the successes of posyandu gotong royong have had a significant impact on development in West Sumbawa district. The Regional Government of West Sumbawa Regency, since 2016 has made changes to the system of governance and development management in the region by presenting the Regional Mutual Cooperation Program (PDPGR), the aim of which is to realize community welfare in an equitable, just and sustainable manner. For this reason, all mandatory affairs/authorities and regional elective affairs (regional autonomy) are held jointly (gotong royong). The Regional Government together with the community, plans, implements, supervises, and evaluates the activities of all fields/affairs carried out in an open, participatory (gotong royong) shared responsibility (accountability) in all areas/regional affairs, at all levels and regions, with a focus on service, empowerment, and development. PDPGR is intended as a means to achieve accelerated sustainable development/SDGs.

The West Sumbawa Regency Government in this commitment schedules the early stages of changing regulations as an effort so that all elements of society are actively involved in supporting regional development based on mutual cooperation. In addition, the regulation changes were followed by outreach activities to all regional apparatuses and levels of society through various information and publication channels including synergy with the Posyandu Gotong Royong (Commitment 2) and the Yasinan Forum (Commitment 4).
n its implementation, this slice of Commitment 1 also synergizes with Commitment 5 through the spirit of gotong royong as the basic foundation of providing services, protection, and assistance to persons with social welfare problems and persons with disabilities, as well as supporting the realization of Commitment 6’s mandate, namely striving to provide optimal public services and prime without discrimination.
