Status quo / Issue to be addressed Currently, there is a lack of accessible disaggregated budgetary information about programmes aimed at gender public policies. It is not possible to access to sufficiently updated budgetary information at the maximum level of disaggregation for the effective monitoring of the implementation of gender policies in the City of Buenos Aires. Likewise, this information is not available in a citizen-friendly manner. Furthermore, there is a lack of information on the implementation of the Act 2110 on Comprehensive Sexual Education (ESI). An advanced law in terms of its proposal and contents, which acts as a framework on the topic for all mandatory levels and modalities of the public education system under state and private management.

General objective Open information on all programmes and resources that the City allocates to gender policies, promoting dialogue between government and civil society, and encouraging planning improvements and investment in gender programmes. Likewise, we will seek to make the information on the effective implementation of the Comprehensive Sexual Education Programme transparent through openness of information, mechanisms of monitoring and impact assessment as well as the involvement of active participation from different sectors.

Brief description of the initiative Adaptation of the open budget platform for the opening and display of updated budgetary and programmatic information about programmes and actions with gender perspective. Normalisation and unification of criteria regarding information on the implementation of Comprehensive Sexual Education, and generation of joint proposals to improve the assessment and monitoring of its implementation.

Describe the way in which this commitment is relevant to strengthen OGP values of transparency, access to information, public accountability, civic participation, and technology and innovation for openness and accountability. Openness of information in terms of gender programmes and policies will strengthen values of transparency and access to information as well as accountability. Civil society will be able to follow-up, monitor progress and propose improvements or new lines of action which enhance the impact of the implementation of gender policies as well as the Comprehensive Sexual Education Act (ESI)

11. BA Educación Sexual Integral

Limitado:

El compromiso se cumplió de forma limitada, a pesar de ser un compromiso notable. Si bien durante el primer año de implementación se establecieron criterios y formatos de publicación relativos a la ESI, a partir de la realización de seis grupos focales, métricas, relevamientos y cuestionarios, se publicó la información relevada luego de la fecha de cierre de implementación del plan de acción (noviembre 2020) y el monitoreo colaborativo aún continua pendiente de realización.

A la fecha de cierre de este informe, la Secretaría General informó a la investigadora del IRM sobre la publicación del set de datos "Ficha jurisdiccional de Educación Sexual Integral de la Ciudad de Buenos Aires 2019" en la plataforma BA Data, y el reporte de las pruebas TESBA 2019 [54]. Sin embargo las organizaciones que habían estado involucradas desde el comienzo en el compromiso (Fundación Huésped y FEIM) desconocían que se hubieran producido estos avances una semana antes de que se publicaran [55].

Asimismo, a la fecha de cierre de este informe, la Secretaría General compartió con la investigadora del IRM un informe con las iniciativas de trabajo y colaboración realizadas en el año 2020 con la comunidad educativa y organizaciones de la sociedad civil [56]. Sin embargo, durante las entrevistas con la Secretaría General y la Fundación Huésped, ambas instituciones expresaron que el cumplimiento del compromiso había sido limitado debido a cambios en los equipos del área de educación sexual a cargo de la implementación del compromiso. La Secretaría General expresó que la publicación de la información no había cumplido los objetivos previstos en un inicio ya que los sets de datos publicados tenían información de fichas jurisdiccionales bastante antiguas. Asimismo, la Fundación Huésped expresó que tanto ellos como otras organizaciones (entre ellas FEIM y Amnistía Internacional) habían solicitado varias reuniones para trabajar en la definición de indicadores dentro del primer hito, luego de que este hubiera aparecido como cumplido en el tablero de seguimiento. Si bien informaron que lograron reunirse con el área y la Secretaría General, y pudieron establecer ciertos acuerdos, la implementación se estancó, generando desilusión en las organizaciones temáticas que habían participado desde el inicio en el diseño de este compromiso.
