In the past years Republic of Serbia has focused clearly on improved governance through measures increasing transparency, accountability, and integrity. In addition to efforts and actions in the fight against corruption and shown commitment and willingness for further determined efforts in this regard, Serbia has also taken steps to address institutional and procedural weaknesses at all levels of government. This is evidenced in part by progress on national strategies in key areas: media, anti-corruption, judiciary, and public administration. We believe that these measures will directly and significantly contribute to improving the quality of life of all the residents of Serbia.

Serbia is now in the process of drafting the Action plan for 2014-2015. Having in mind that engaging civil society in the decision-making process is one of the key prerequisites for the open government concept, the Ministry of Justice and Public Administration of the Republic of Serbia, in charge of open governance initiative, has invited both representatives from the state institutions, and civil society to work together from the beginning on drafting the Action Plan. The most important in our approach to the development of Action Plan is to harmonize it with the existing strategic documents such as Strategy on Public Administration Reform, National Anti-corruption Strategy, National Judicial Reform Strategy etc, so his implementation should be in compliance with government policies.

Serbia has chosen “increasing public integrity” as the country’s first OGP Grand Challenge because of the substantial harmful effects that corruption can have on society. In focusing on this challenge, Serbia will build on prior successes in this area, such as the establishment of active independent bodies, and will help to prepare the country for eventual EU entry.
