Open government principles are not new to the Netherlands. Much has been happening with regard to open data, e-government and citizen participation. However, the ambitions of the Dutch government weren’t translated in an overall vision on open government. The process of writing a vision and accompanying action plan for OGP stimulated the Dutch government to set their ambitions high.

Through a public consultation initiated by the Ministry of Internal Affairs, Dutch citizens, civil society and government officials co-produced an action plan that is based on three pillars: transparency, responsiveness and open access to information. A key remark was that while a vision is important, the necessary change of mentality is going to come about by initiating actions and projects, learning from them and sharing best practices. The action plan comprises seventeen actions – like stimulating open data and more public participation in policymaking - for the coming two years, which the government will carry out in cooperation with civil society.


The most important goal of the action plan is a to create a situation where government information is actively open for the society. Also the government wants to promote the co-production of policy together with citizens, this is already happening on a serious scale with public participation in large infrastructure projects. Other goals are e.g. focus on the culture of openness for civil servants, easing up information finding for citizens, and making clear to citizens what information is registered and why. To accomplish these goals, a.o. The Ministry of Interior will set up an inspirational think-tank out of a wide range of members of civil society, science and government. Also a Knowledge- and Experience center will be introduced to share experiences and to make sure research is conducted.
